Hyde Accuses State Board of Distorting Facts Be the Auociotefl Prru Representative Hyde. Repub lican of Maryland. In effect ac cused the Maryland Board of Natural Resources yesterday of distorting facts in opposing a proposed national park along the Chesapeake & Ohio Canal In Western Maryland. “Public servants certainly are entitled to the opinions they develop from facts avaU able to them." Representative Hyde declared In a statement. ' but they owe a responsibility to the public not to distort facts or broadcast views devel oped out of Ignorance." The board at a meeting last November said plans for the park were made without con sulting the State of Maryland and were going forward against the opposition of Maryland. It added that "such a park would make the Federal Gov , eminent the sole riparian owner along the north shore of the Potomac from Great Falls to Cumberland " ' But Representative Hyde 1 said the proposed national park would make "no change what soever In the jurisdiction ol the Potomac River." He said "a law sponsored by Senator Beall, Republican of Maryland, and myself specifically 'author izes and direct*' the Secretary of the Interior to grant per petual easements, subject to reasonable conditions as are necessary to protect the inter est of all the people, for right-! of-way through, over, or under the parkway lands along the C&O Canal." fcOLUNS i; I FUNERAL HOME| | Tilgghoai RAnflolgti 6-7117 | R f roncls J. If the So , vieta launch a third Sputnik before Gamma gets going, the United States orblter presum ' ably would take the name of Delta, or No. 4. In missing Its date to become a moon, Gamma provided this part of Florida with unusual drama and excitement. It had been Indicated at first , that at 9 am. Tuesday the launching crews would start an 11-hour countdown or check-off period during which every detail of the complicated rocket* vehicle would be made ready for functioning. At the end of the countdown, presum ably around 8 am. yesterday, the first of the three rocket stages would be touched off and the device would start Its climb to 300-mlle high orbital altitude. First 7 Honrs Smooth There were delays, and the proposed 11-hour countdown actually started at 5 am. Wednesday, with 4 pjn. as the tentative hour of launching. The checkoff pro ceed e d smoothly and on schedule for more than seven hours. Then the “holds "—temporary delays, during which the countdown was suspended—began. The anticipated launching hour changed progressively to 5:40 pin.. 6:30, 6:45, 7:40. 8:20. All Florida kept tabs on the launching attempt and a good ly part of the population of! this area thronged to the beaches providing a view of the cape launching area. The test center Itself is closed to the public. Newsmen joined the public In “bird-watching" from the beach. A morning overcast lifted after noon for the launching. Unhappily the wind also rose Winds of 15 miles an hour can make difficult the launching of a tall rocket. A 20-mile-an nour wind can topple It. Beach Areas Crowded Throughout the sunny after noon and Into moonlit night the beach areas fronting on the cape became crowded with au tomobiles and people. The word had got around that the greatest show on earth might .soon begin—the first move ment of an American satellite into space—with free seats and a splendid view for all. A motel owner set up an elaborate buffet for newsmen at the beach area closest to the reservation. Automobile traf fic jammed not only the streets and highways along the beach but the firm sandy seashore it self. All this happened on one of the coldest days of the Florida winter season. Bone-chilling winds sent home many a mis sile watcher who might have stayed on the beaches until the test was called off. Groups of residents banded together at beachside spots to build fires for warmth. Young sters cooked hot dogs. The curious got little chance to see what went on at the Vanguard launching site. Even with high-powered binoculars it was impossible to detect the activities of the scores of tech nical men who tried to get the rocket in working order. Red Light Quenched When the red warning light flashed on. signifying a rocket or missile shoot was imminent, residents of this boomtime area poured out in droves for van tage points. Then came the postponement. Old hands at missile watching knew the game was up for last night when the red light was extin guished. Press, newsreel and tele vision cameramen who stayed to the end on "Bird Watch Knoll"—about two miles from the spot where Vanguard was to be launched —protested that the military did not inform them when the shoot was off but left them standing in the cold. As the night became colder and the delays longer the pub lic’s enthusiasm declined. Promptly at 9 p.m. there was a sudden concerted exodus from the beach, by hundreds of auto mobiles. their headlights glint ing across the fingers of surf. The decision to quit for the ' night did not become official however, until 10:15 p.m. Re porters were told that the order to "scrub” came from Daniel G. Mazur of Buffalo. N. Y.. head of the project for the Naval Research Laboratory. Among workmen streaming 1 home after the exhausting hours on the launching site there were expressions of con fidence that the next attempt l would be successful. After all, the long hours of delay were a part of every new ■ program, and the inevitable,: product of growing complexity, j But otner workers were i openly disgusted and dlscour- i aged. "We would have had the , thing about whipped If we I hadn't quit by midnight," one man complained. “After all, we l were only 50 minutes from the ; end of that 11-hour plus • countdown." Teat Crews Tired 'j The Defense Department ls ; sued this statement: “A aeries of minor technical adjustments has resulted In the ; extension of the preparations ’ for firing to the point where test crews are very tired. “In order to overcome the ; present technical difficulty. It is necessary to unload the liquid ! oxygen. To unload and refill would take several hours and | push the test crews to a fatigue point considered dangerous to the success of the test, j "Additionally, upper air winds are becoming unfavorable. It will be known by tomorrow when the test will be resumed.” Jet Stream Overhead He said meteorologists ad vised that there were marginal upper winds—that a Jet stream or river of high-speed, high altitude winds had moved Into the area and was overhead. The shearing effect of such divergent winds could Impose Intolerable forces on the big rocket. The surface winds, further more. were marginal—on the verge of giving trouble—all af ternoon, and the forecast was that they would increase. Mr. Walsh said 250 Vanguard project employes and perhaps 200 Air Force personnel worked on the launching attempt. "Human weariness was a big factor in the decision to scrub out." he sold. Dr. Hagen also said that workers had been on the Job for 30 hours with only naps and it would be dangerous to go on. $1 Million Lost In Oil Fire NEW ORLEANS.
