S., Rabbi Says By the Associated Press Senator Byrd and Gov. Al mond of Virginia and Gov. Faubus of Arkansas have wrought more disunity to the. Nation in the last few years i than Communists have done in years of organized effort. Rabbi Emmet A. Frank told the Bethel Hebrew Congrega tion in Alexandria at a Yom Kippur service last night. The Nation faces a constitu tional crisis, a crisis precipi tated by “the very vocal seg regationists who, for a few moments of political glory have placed in jeopardy our Nation.” he said. Rabbi Frank said the term “massive resistance” is “a term of the Byrd oligarchy, of a few, chosen by a few, to enact law for the many.” Can’t Remain Silent He said there was an "evil In our midst in the form of bigots and hate peddlerg who.' for a headline, a misplaced vote, would attack minority [ after minority.” And. on their holiest day of, the year, he said, Jews could | not remain silent to injustice against anyone. There is only one word to describe the "madness” of seg regationists, Rabbi Frank said: "Godlessness, or to coin a new synonym Byrdliness, which has done more harm to the stability of our country than McCarthyism.” Today’s “grave crisis of law lessness and anarchy.” he said, "cannot be solved by silence. Instead our greatest weapon is freedom of speech." Hate and Prejudice Then he asked, “Shall we not use it, because of fear of these cowards who will soon turn and run with their tails be tween their legs—who will soon be recognized for wl*t they are?” Rabbi Frank said hate and prejudice were the bedfellows of "Byrdliness,” and added: “The motto: Divisiveness at all cost, even if it endangers the security of our Nation. ‘Outsider!’ they cry. ’You are Welfare Asks $33.6 Million BALTIMORE, Sept. 24 (AP). —State welfare officials have filed a proposed budget for the next fiscal year totaling $33,- 650,000, increasing the demand on the Maryland general fund by about $4,265,000. The expanded program would represent a total increase of about $6.9 million with al most all the cost aside from the general funds being paid from Federal programs. Some $17,540,000 of the total budget would come from State funds. The bulk of the increase in State spending would fall within the headquarters opera tion and the public assistance program, at an added cost of $3,550,000. Thomas J. S. Waxter, director of the Department of Public Welfare, said the great portion of that Increase—or about $2.9 million would be required to pay for greater food allowances for all welfare recipients. “63” WMAL ADVERTI3MENT. The White House said the talk would have no major po litical or foreign policy aspects. Mr. Eisenhower plans to de part from Washington National Airport at 1:20 p.m. and arrive at the Johnstown (Pa.) Munici pal Airport at 2 p.m. He will use a plane somewhat smaller than the regular presidential craft because of the size of the Johnstown runways. Mr. Eisenhower will drive the 28 miles to Ligonier, look over the restored Colonial fort erected by the British, and speak at the close of a half hour ceremony. Afterward he will pay a brief visit at the home of Richard K. Mellon, who financed restoratidh of the fort. Candidates Split Over Redevelopment Issue Sharp disagreement over a referendum to start an author ity to redevelop blighted areas in Arlington was expressed yesterday by three County Board candidates. They stated their positions at a meeting of the Organised Women Voters of Arlington. The fourth candidate did not enter that phase of the discus sion. Leo Urbanske, Jr., candidate of the liberal Arlingtonlans for a Better County, favored the referndum to start a Redevelop ment and Housing Authority. The referendum goes to the voters November 4. Mr. Urbanske said there is no intention of using the money for public housing. He said the main thing is to use it for clearing such areas as Rossyln. The county might as well use government money as long as it is available, Mr. Urbanske said, explalhlng that the gov ernment would put up two thirds and the county one-third of the money used. Mrs. Leone B. Buchholz, running for re-election as an independent, told the gathering she is not opposed to a re development authority to fight blight. But she added she is "bitterly Bay Fishermen Fouling Up Navy's Practice Bombing By the Associated Press Chesapeake Bay sports fish ermen are fouling up Patuxent Naval Air Test Center bombing operations, the Navy com plained yesterday. An air test center announce ment said anglers in pursuit of cobla (the sergeant fish) have caused repeated suspension of practice bombing operations until the small boats can be shooed out of target areas. The specific areas being in vaded, the Navy said, are the “Hannibal” range 7 miles east of Point Lookout, Md., the "Hooper Island” range 5 miles north of Point No Point and a seaplane landing and jettison ing area one mile southeast of Patuxent Naval Air Station.' B. M. Miller, Constitution Party candidate, charged the referendum would clear the way for integrated housing. The referendum, Mr. Miller said, would "allow all the slums to come in here from across the Potomac.” If Rosslyn needs a face lifting, he said, private in dustry should do it. Russell L. Runyon, an inde pendent candidate and a former Arlington vice squad detective, charged that police emphasis in the county is all on traffic. "They ticket you to death,” he said. Asserting that waste is doub ling taxes, Mr. Runyon said he would withdraw in favor of anyone who could stop it. He noted that 500 of more than 1,300 county employes use county automobiles, and said they take the cars home and use them for private purposes. Every time a small boat is spotted in one of the buoy marked areas, the Navy said, it has to be herded away by a helicopter or small plane, and this is “running into money.” Woman Doctor Gets Health Post BALTIMORE, Sept. 24 (AP). —Dr. Roberta Hall, a part-time clinician with the St. Marys County Health Department, has been named deputy State health officer for Calvert County. A native of West Virginia, she practiced at Weston, W. Va., and Lexington Park, Md.. after receiving her medical degree from the Medical College of Virginia at Richmond. She is married to Lt. Comdr.
