Costa Rica Revokes
Ship License Law
BAN JOSE, Costa Rica, Nov.
19 (AP).—The Costa Rican
Congress yesterday approved a
bill cancelling all licenses tor
foreign ships to register under
this Central American nation's
flag.
The Congress Monday re
voked the foreign registry law.
.All licenses issued under the
old law become invalid De
cember SI.
The law also calls for an
Investigation of the operations
of Costa Rican consulates
which have been issuing licenses
to foreign ships.
The International Transport
Workers Federation last week
called for a boycott of ships
flying so-called flags of con
venience. It contends some
shipping companies register
ships in countries which do not
require pay scales and other
standards equivalent to the
principal maritime nations.
Costa Rica, Honduras, Panama
and Liberia were mentioned by
the federation.

Press Faces Curbs
RIO DE JANEIRO, Nov. 19
(AP).—A top Brazilian gov
ernment minister yesterday
threatened curbs on the press.
War Minister Henrique Teix
eira Lott, speaking before an
Informal gathering of Congress,
suggested legislation restricting
what he termed "irresponsi
bility of the press.”
"It would be absurd to desire
to bottle up the organs that
reflect the wishes of public
opinion,” Oen. Lott said. “The
press needs liberty as an arm
for very strengthening of the
regime. But it is necessary to
limit the right of blackening
* someone’s honm and soiling in
stitutions of the regime.”
The powerful War Minister
last week asked the Justice
Ministry to take criminal action
against the government oppo
sition newspajfer Diario de
Noticias. He charged that morn
ing newspaper violated the
national security law and pro
moted discord In the army.

restricted to 180 million for
the year starting December t.
The idea behind this and a new
minimum price scale, the mak
ers said, is to prevent undue

port to the United States and
Canada was 140 million in 1956
and 238 million last year.
