The , State Department has refused to issue Mr. Prank a passport j for this trip. On February 13, District Court Judge Charles P. Me- Laughlin refused to act on Mr. ' Prank's request that the State Department be "directed to ] authorise the trip to China. In a petition for a writ of mandamus yesterday, Mr. Prank, in papers filed by his j attorney, Leonard B. Boudin, sought to compel Judge Me- 1 Laughlin to render a decision in his ease before the Court of Appeals acts on the Worthy ease. i Mr. Worthy, a correspondent I for tha Baltimore Afro-Ameri can. traveled In Hungary and Rad China In 1050 and 1557 despite the State Department ban on travel to those coun tries. Following Mr. Worthy's re turn to this country, he was | refused a passport by the Btate Department, and this action ] waa upheld last October by Dis trict Judge Edward M. Os Legalities : District police were advised yesterday to do more than ar- ' rest the right man. They were 1 told they’ve got to do it In such away as to make the case : stand up in court. The advice was given by United States Attorney Oliver Oasch in the second of a series of lectures to police on the constiutional limits on search and seixure during arrests and investigation of crimes In the District. The lecture was given In the United States Court House. Mr. Oasch cited a decision handed down by the United States Court of Appeals here last January 30 In which one of the appellate Judges scolded police and prooecutors for their handling of case* involving Il legal searches and seizures. This opinion, Mr. Oasch said, "rang an alarm” that should serve as a reminder of; how to handle such cases. He commented that the work of District policemen is outstanding.
