Y., Nov. 5 (AP>.—The United Na tions’ Fact-Finding Commi tee on Laos today handed the Se curity Council a report which was understood to contain no evidence that Communist troops had been sent in.o the little Indo-Chinese kingdor”. rr 'h“ foyv.n?*ion committee, Which made an on-the-scene inquiry, gave its report to Am bassador Jorge Illueca of Pan ama, Council president. It was not made public immediately. Informed sources said West ern Council members suddenly lost interest in taking up the explosive case after the fact* finding team they sent to Laos reported this week. Informed sources said the Laotian government offered to bring in prisoners to back up their claim that North Viet Namese were actually fighting in Laos. But the sources said when the fact-finders asked to see the prisoners they were not produced. Mr. Hammarskjold has re portedly told delegates he would be willing to make a brief visit to Laos—if the council agreed—in an attempt to steady the situation. The Russians reportedly are dubious about such a trip, but they have agreed to discuss it with Mr. Hammarskjold. Reds Expected to AgTee 1 Observers feel that the Soviets will agree in the end to Mr. Hrmmarskjold making the trip 1 since it would probably forestall a move to send a permanent IU. N. “fire watch!’ mission to Laos, The Soviet delegation an nounced last week that it was against sending any mission to Laos and said there was no question of its "supporting or even tacitly agreeing” to such a step. Mr. Hammarskjold has been engaged in diplomatic ex changes on the Laotian case since last January, when Laos told the U. N. that North Viet Namese troops had joined the Laotian rebels in occupying some of her northern border villages. There have been per sistent reports that the Laotian I government already has Invited Mr. Hammarskjold to visit it. U. N. Group to Meet Paul H. Nitze, former head of the Policy Planning Com mittee of the State Depart ment, will speak at a meeting of the American Association for the United Nations, Cap ital Area Division, at 8 o'clock tonight at the Brookings Insti tution, 722 Jackson place N.W. He will start as a cadet at a cavalry tank school near Saumur on the Loire River. He is the son of a retired colonel. Alliance With Pakistan Ruled Out by Nehru NEW DELHI. Nov. 5 (AP).— Prime Minister Nehru today re jected suggestions of a defense alliance with Pakistan and said the Indian army can defend the nation’s borders against Communist China "adequately and efficiently’’ If it has to. Mr. Nehru told his monthly news conference that his firm policy Is still to seek peaceful settlement of the border dis pute with Peiping "Just as it also Is our firm policy to fight if necessary.” He expressed confidence the dispute would not develop into war between the two countries. If It does, Mr. Nehru warned, "it would not remain an Iso lated, limited thing. Jhe rest of the world would be drawn inT France Eases Import Quotas PARIS, Nov. 5 (AP).—Quota restrictions on many goods from the United States, Canada and countries in the European Economic Co-operation Organ ization were lifted by France today. Among several hundred ar ticles affected were textiles, clothing for men. women and children, building materials, household gadgets, tools, com mercial refrigerators, cameras and farm machinery. The French action came In the wake of Britain’s announce ment yesterday that British markets are opening next to a vast array of American and West European goods long barred under import quotas. The French announcement was published In the govern ment's official journal. The OEEC had asked its 17 member nations to lift import restrictions progressively over a period of years. The United States and Canada are associate members. In addition to the quotas def initely lifted, the government has temporarily suspended cus toms dues on many foodstuffs which may be imported freely until end of the year. This is to make up a domestic production shortage due to drought.
