Humphrey Calls Self
Democrats' Best Bet

Star Staff Writer
Senator Humphrey conceded
today that Senator Kennedy of
Massachusetts did “very good*’
in the New Hampshire primary,
but he still feels he is the best
Democratic bet for winning the
Presidency.
If the Democrats win in
November, the Minnesotan said
in an interview, they must win
on the political foundation of
labor, minority and agricultural
support. He declared he has
the best record in these fields
of .any of the candidates—and
“the Democratic Party needs
this record.”
Sees Wide Effect for Vote
Before taking off for another
week end of campaigning
against Senator Kennedy in
Wisconsin, Senator Humphrey
discussed his prospects in the
light of the Kennedy showing
in New Hampshire, and his
reasons for getting into the
presidential race in the first
place.
He said the New Hampshire
outcome, which saw Senator
Kennedy cut down the usual
2-to-l Republican hold on the
State, will have "a direct and
indirect effect,” not only in
Wisconsin but elsewhere. He
said it also showed that Sena
tor Kennedy is “a good cam
paigner.”
“As a Democrat,” Senator
Humphrey added, “I get a great
deal of joy out of it. As a com
petitor, I look at it very close
ly.”
In looking at the New Hamp
shire vote, the Minnesotan said
that to him it was a continu
ation of the 1958 Democratic
trend across the country.
Calls His Record Best
He went on to point out that
the great Democratic gains in
1958 were in the Midwest and
West where agriculture, con
servation and resources devel-l
opment are of “vital impor
tance.” On these issues, he
Insists he has the best record
for holding the Democratic
gains. Senator Kennedy and
Vice President Nixon, so far
unopposed for the Republican
nomination, have “the least '
defensible records.” he added. .
He acknowledged that Sen
ator Kennedy has “tremendous .
drawing power” in the bi- ;
Eastern centers. But from a .
regional point of view the Sen- (
ator said "the agricultural f
recession is the key issue—the
bread and butter issue,” and ,
added:
“Here is where I can sharpen ;
the issues.” I
Sets Party Goal
Also, he said, the Democratic
Party “can’t hope to win unless
it identifies itself with the great
human needs.”
Recalling his championship
of minority rights going back
to the 1948 Democratic conven
tion and beyond, Senator Hum
phrey said “a tremendous
number of Negroes” would vote
for him for President.
As for labor, Senator Hum
phrey said he had voted favor
ably on 213 out of 214 issues '
on the AFL-CIO checklist.
What it all adds up to in the
Humphrey battle for the nom
ination, the Senator isn't quite
sure. He believes he has been

making progress in Wisconsin
but there and elsewhere, he
pointed out, he has faced prob
lems in projecting his image as
a liberal Democrat who would
give the party its best chance
of victory.
Cites Good Reception
In Wisconsin, the Senator
said, he has been getting “a
good reception” in the western
and northern parts of the State
where his record is known. The
press he has received in the
southern and eastern parts, he
indicated, has not been so
good, but he still feels he has
strong support in some of the
industrial areas.
"I’ve been in South Milwau
kee where I’ve been told I did
not have much of a chance,”
the Senator commented. "But I
visited factories and I’ve never
received a warmer reception.”
Senator Humphrey has no
prediction on the outcome of
Wisconsin’s April 5 primary
for that State's 31 convention
delegates. He is concerned
about "crossover” voting by
conservative Republicans.
The Senator, who will run
for re-election if his presi
dential hopes are thwarted,
acknowledges that the cross
over—he has received reports
that it may be high as 20 per
cent of the Republican voters
—could hurt him in his own
State also.
Won’t Drop Out
Whatever the outcome in
Wisconsin, he reiterated he has
no intention of dropping out
of the presidential race.
“I'll pursue my planned:
course,” he remarked. “No I
matter what happens. I’ll stay
in the West Virginia primary.”!
He also said he would stay in |
the South Dakota and District
of Columbia primaries.
This led Senator Humphrey
to reflect on why he got into'
the wearying presidential cam- 1
paign when it would have been
easy, in his opinion, to winj
re-election in Minnesota. He I
said he made his decision last!
December "knowing the odds
were against me.”
“I made up my mind I had
something to say for the good
of the country and the good of
the party.” he said.
So he has been hammering
away at his pet themes: The!!
need for leadership, and “the
political and moral erosion"
of the times, disarmament and i
a host of other subjects.
“In a sense,” the Senator
said, “I guess I made up my
mind to be a teacher. I guess
I don’t get many votes this way
but I get a lot of satisfaction.”
