A request for such a bill was made earlier this week at Annapolis by the Mont gomery County legislative delegation. Delegate Blair Lee 111, chairman of the del egation, said the action was taken after a meeting with representatives of the Mary land National Capital Parks and Planning Commission. Mr. Lee added that the county council had originally requested the bill and asked that his delegation get to gether with the planning commission. Alfred A. Carter, attorney for the council and B. Hous ton McCeney, attorney for the Park and Planning Com mission, have been working on a draft of the proposal. Mr. Carter said he intends to submit the proposal as it now stands to the council at its meeting scheduled to get underway at 10 a.m. in the County Building. While the bill will un doubtedy have the backing of the planning commission, a good segment of the county population and many small builders, it will be vigorously opposed by at least one group. Mr. Carter’s office said the Suburban Home Builders As sociation has served notice they intend to fight passage of the bill in the legislature. Mr. Lee said*his delegation asked that the bill require de velopers to donate "reason able” amounts of land for recreational areas and school sites in their subdivisions. He did not know yet, he said, how reasonable” will be defined. Developers of large tracts in the county, the group most likely to be hardest hit by the new bill, if enacted, gen erally agree on the need for recreational sites. However, they feel that they may be penalized because school and park officials didn’t have the foresight to set aside such / \ / //j0 ■ .WSBIfW " 4 BkA \ i // f 11 I I I fl ■ .Be Jnß Bl I I > Ji w / i BL.- <4k ll iB v !
