Formula for
U. S. Payment
Walter N. Tobriner, president
of the Board of Commissioners,
has called for congressional
approval of the Federal pay
ment proviso in President
Kennedy’s home-rule bill for
the District.
This proviso asks a Federal
payment to the District to be
determined by a formula which
would yield about S4O million
now.
The formula is based on
Federal ownership of property
and a ratio of property taxes
paid the District to taxes from
which the Federal Government
is exempt.
The Commissioner’s surprise
Indorsement indicated that the
Federal payment proposal may
move faster through Congress
than the home-rule bill. Senate
District Committee Chairman
Bible, Democrat of Nevada, has
set home-rule hearings for
April 4 and 5. Before he
scheduled the sessions, urged
by the White Uguse, he pro
posed that the Federal payment
section be pulled out of the
home-rule bill and be con
sidered on its own merits.
‘‘Home rule has more hurdles
to meet before its ultimate
passage than does the separate
Federal payment proposal,”
Commissioner Tobriner said last
night on a WWDC interview
program. So, Mr. Tobriner said,
the “tremendous need for reve
nue" seemed to dictate the sep
arate consideration of the pay
ment issue.
The Commissioner also said
that his board would evaluate
each candidate for fire chief on
his merits. Members of Con
gress have been sending “usual
letters" indorsing various can
didates, Mr. Tobriner said, but
he insisted that the successor
to Chief Millard Sutton would
be selected strictly on his quali
fications as the Commissioners
see them.
Commenting on recent
charges before a House sub
committee of continued dis
crimination in public schools,
Mr. Tobriner said the Commis
sioners would be interfering if
they Investigated what is the
sole responsibility of the Board
of Education. He said he had
complete confidence in School
Supt. Carl Hansen and in the
“human relations councils” set
up in schools to cope with day
to-day difficulties of inte
grating pupils.
He predicted that the Dis
trict would present Congress
this year with a dynamic wel
fare program patterned after
President Kennedy’s welfare
bill just passed by the House.
The Kennedy approach stresses
helping recipients help them
selves through rehabilitation,
and job training.
