Spencer Cosby, former District Engineer Commission er who placed the Japanese cherry trees in Potomac Park In 1912, died yesterday after a brief illness at his home, 2025 Q street N.W. The 94-year-old retired U. S. Army colonel, son of the late Admiral Frank C. Cosby, USN, was born In Baltimore, but re ceived his secondary education here and in France where his father was stationed. t Engineer Commissioner here in 1907, he later became mili tary aide to President Taft, serving also as superintendent of public buildings and grounds. His travels took him through out this country and through Europe, Asia and Africa. Col. Cosby, who was gradu ated first in his class at West Point in 1891, was responsible 1 for the decision to put the 1 cherry trees in Potomac Park. Park “A Mudhole” In 1909 President Taft called J him into his office and showed . him a letter from the Mayor of ! Tokyo, saying the people of that city were sending 2,000 . cherry trees as a gift to the ; people of Washington. The former Engineer Com missioner had been studying . plans for reclamation of Poto- j mac Park which was “just a ( mudhole at the time.” He sug gested the trees should be planted there. Then complications devel oped. The Japanese picked 2,000 of their oldest and most shapely trees and sent them over. All but five were found to be diseased. A flurry of em barrassed diplomatic exchanges followed. Three years later the Japa nese sent over 3,000 more trees, 2,995 of them good, and Col. Cosby was able to see his plans succeed. He then wrote a let ter to the Mayor of Tokyo, predicting the cherry trees would become the most noted attraction they are today. Col. Cosby, who during the Spanish-American War was on the staff of Maj. Gen. Brooke, in Puerto Rico, had charge of Washington’s water supply from 1905 to 1909. He was Mili tary Attache at the American Embassy in Paris from 1913 to 1917, a job which took him often to battle fronts as an observer. He was awarded the French Legion of Honor. During later years in the war Col. Cosby had charge of or ganizing and training three engineer regiments, the sth Engineers at Corpus Christi. Tex., and the 605th and 209th Engineers at Camp Forrest, Ga. Retired in 1928 At war’s end, he returned to this city and was assigned to the General Staff School. His last post before retiring in 1928, was as division engineer at Cleveland, Ohio. Col. Cosby, who married the former Yvonne Shepard of this city, celebrated his 50th wedding anniversary in 1959. The colonel, a member of the Metropolitan Club here since 1906, was also a member of the American Club in Paris and of the Rittenhouse Club in Philadelphia. Besides his wife, of the home address, he leaves several nieces and a nephew. Funeral services will be held at 9 a.m. Thursday at St. Thomas Episcopal Church. Burial will be in Arlington Cemetery.
