Bailey said tonight if any Republican can prove President Kennedy’s pro gram is socialistic not for the general welfare he will walk down the street wearing a Nixon-Lodge button. Mr. Bailey made the promise in a speech prepared for the Democratic State convention. He attacked again what he termed “Republican obstruc tionists,” said the President is concerned about centers of high unemployment, shortage of doctors, and dangerous drugs, and asked West Virginia to give the President what he called a third vote of confidence. Mr. Bailey recalled the State gave Mr. Kennedy primary and general election margins in 1960 and said it could help the President again by returning a 100 per cent Democratic dele gation to Congress in Novem ber. In 1939 he was granted his doctorate in science at Massa chusetts Institute of Tech nology. He was a fellow of the Amer ican Astronautical Society and the American Academy of Arts and Sciences. Dr. Wexler was also the re cipient of the following awards: 1961, National Civil Service League award; 1956. Excep tional Service award. Depart ment of the Air Force; 1945, Robert M. Losey award for out standing services to aeronautics. Institute of Aeronautical Science. A lieutenant colonel in the Air Force Reserve, Dr. Wexler served actively with the Army Air Corps from 1942 to 1946. Dr. Wexler held memberships in the American Meteorological Society, the American Geo physical Union, and the Royal Meteorological Society of Great Britain. He was married in 1934 to the former Hannah Paipert, the same year he entered the Weather Bureau. Dr. Wexler leaves his wife and two daughters, Susan Carol, and Libby, of the home address. Riotous Prisoners Fed Baby Food FLINT, Mich., Aug. 11 (AP). —Prisoners acted up at the Genesee County Jail so Sher iff Thomas E. Bell said today he has placed 15 ot them on a new diet. He was 70. Mr. Eastlack, a native of lowa, came to Washington in 1920 and was graduated from George Washington University in 1924. He worked far a while for George P. Kimmel, another patent attorney, before setting up his own office in the Na tional Press Building. He served in the occupation Army in Germany following World War I and was a mem ber of the Patent Law Associa tion. Mr. Eastlack leaves his wife Lola F. of 1301 Floral street NW., the home address; a daughter, Mrs. Donna M. Wood of 10506 Penbrook drive, Silver Spring; a son, LU Richard J. The family requests that ex pressions of sympathy be sent to the Heart Fund. Saul A. Harris, Aged 71, Baltimore State's Attorney BALTIMORE, Aug. 11 (AP). —Baltimore State’s Attorney Saul A. Harris, 71, a member 1 of the prosecutor's office here for 18 years, died of a heart ' attack today in Sinai Hospital. Mr. Harris, who had a his tory of heart ailments, was admitted to the hospital last Monday for observation but 1 had been reported to be doing well. Then he suffered another attack today. He was appointed State’s ' Attorney by judges of Balti more’s Supreme Bench in 1959, when then State's Attorney J. Harold Grady was elected mayor of Baltimore. After filling the remaining three years and seven months of Mr. Grady’s terms. Mr. Har ris won the Democratic nomi nation in this year’s May pri mary and his race in the gen eral election in November was to have been his first try for elective office. Supreme Bench judges will appoint a temporary successor to the State’s Attorney posi tion. But the man who will run for a full term as the Demo cratic nominee will be chosen by the Baltimore City Demo cratic State Central Committee. In the meantime Deputy State’s Attorney Joseph O.
