Algerian Guerillas Lose Police, Judicial Powers ALGIERS, Aug. 13 (AP).—Armed Ben Bella's ruling Polit ical Bureau today stripped guerrilla troops of their police and judicial powers in a move to bring them into a unified national army. At the end of a two-day meeting with commanders of the guerrilla wilayas (military zones), the bureau also announced that the army from now on will* draw its funds exclusively from a national military budget. A communique said the wilaya commanders had shown "great understanding” and were in agreement with the new measures. The six-man Political Bureau is dictating Algerian policy since Premier Ben Youssef Ben Khedda of the provisional regime stepped down to become a mere figurehead. Acts Banned Searches, confiscations and tax collecting by the guerrilla chiefs had previously been banned. The orders brought the bu reau in line with Mr. Ben Khed da’s policy. He had blamed the wilayas for much of the ad ministrative and economic chaos since independence. The political bureau has in troduced far-reaching measures to bring the loosely coordinated guerrilla units directly under central government control. The communique said all the new measures were based on the principle of the separation of powers. The victim was identified as Melvin Witcher, 26, of the Oroveton area of the county. He was reported in critical condition at Alexandria Hos pital with a bullet wound in the chest. Gilbert Pegram, 21, of the 100 block of Northwest street, Alexandria, was charged with felonious assault in the shoot ing, police said. Pegram is be ing held in $5,000 bond for a hearing at 2 am.. Kelsey, hero ine of the thalidomide episode, Isays the decision on whether to tell a patient he is being given an experimental drug should be left to the doctor. “I think that would be a matter for physicians’ discre tion, knowing the patient and knowing the situation,” she said yesterday after noting it would be difficult to make a blanket rule. Present and pend ing Federal regulations leave it to the doctor to decide whether to tell a patient he is taking an experimental drug. “There may well be times in which it would not be desir able for the patient to know,” Dr. Kelsey said. Under such conditions, she said, a relative of the patient frequently is notified of the use of the drug. The woman physician-phar macologist criticized the prac tice of some doctors in accept ing payment from a drug com pany to test new drugs. Dr. Kelsey, a medical officer of the Food and Drug Admin istration (FDA), was inter viewed by Senator Javits, Re publican of New York, in a program recorded for a New York City television station. Rusk, Dobrynin Talks Bring No Berlin Shift By the Associated Press Secretary of State Rusk and Soviet Ambassador Anatoly Do brynin conferred for 23 minutes today on the Berlin situation. The conference, initiated by the Russian, “produced no sig nificant change in the situa tion,” the State Department re ported afterwards. Mr. Rusk and the Ambassa dor “had further comments on the Berlin question and the discussions the Secretary held on that subject with (Soviet) Foreign Minister (Andrei ) Gro mkyo in Geneva recently.” a State Department communique said. Mr. Rusk, the State Depart ment said, called Mr. Dobryn in’s attention to the Western proposal of June 25 for a four power meeting “on means of easing tensions” in Berlin. The Russians have rejected the pro posal. Dobrynin Request The State Department com munique gave no explanation why Mr. Dobrynin asked for the meeting on the first an niversary of the Berlin wall. The Ambassador made the re quest yesterday. Nor did the communique explain why the meeting was so unusually short. On previ ous occasions when Mr. Dob rynin has met with Rusk, their conversations have lasted from an hour to an hour and a half. State Department specialists on German affairs had nothing to offer to answer these ques tions. They declined to go beyond the words of the brief com munique which said: “The Secretary and Ambas sador Dobrynin conferred for 23 minutes. They had further comments on the Berlin ques tion and the discussions that the Secretary held on that Romney to Skip Presidential Bid If Governor WILLIAMSTON, Mich., Aug. 13 (AP).—George Romney, Re publican nominee for Governor of Michigan, said today that, if elected, he will not be a can didate for the 1964 G. O. P. presidential nomination. Asked by newsmen if he would accept a draft, however. Mr. Romney said there was only a very remote possibility that such a move would take place. The former American Motors president said at a campaign news conference here: “If I am elected Governor of Michigan, I will not be a can didate for President in 1964. “I expect to concentrate fully on the job here ... I have never undertaken a job I did not finish, and I don’t intend to do so (as Governor).” Mr. Romney has been men tioned by several Republican leaders as a possible presiden tial candidate for 1964. Mr. Bishop also said that "no papers changed hands,” meaning that the Russian brought no written message or' a note. But he declined to say whether Mr. Dobrynin made new proposals on how to break the Berlin deadlock. Similarly, Mr. Dobrynin him self, when leaving the depart ment, had told newsmen that no notes were exchanged at the meeting, but had declined to answer a question as to whether any new proposals were sub mitted. Others at Parley Mr. Dobrynin was accompa nied to the State Department by Embassy Counselor Georgi M. Kornienko. Martin Hillendrant, special assistant to Mr. Rusk on Ger man affairs, sat in on the meet ing. Mr. Dobrynin replied, “defi nitely” when asked whether he thought that the flights would contribute to the peaceful ex ploration of outer space. The timetable calls for the nuclear ship to arrive at Sa vannah, Oa., on August 22, and when the last striking person nel returned yesterday, a spokesman said she’s “defin itely expected” to get there on time. The Savannah hasn’t budged from her berth here since 70 deckhands, stewards and cooks, five deck officers and four radio officers quit working in a wage dispute. Deck hands, stewards and on the ship—members of the National Maritime Union—re turned to their posts early Sat urday on orders of an arbitrator in New York, Theodore W. Kheel. The deck and radio officers returned yesterday afternoon following a negotiating session in New York in which the three unions Involved agreed to bind ing arbitration should further bargaining fail. The deck officers belong to the International Organization of Masters. Mates and Pilots, the radio officers to the Ameri can Radio Association.
