The Associated Press learned today a confidential mem orandum went last month from Mr. McNamara to the Joint Chiefs of Staff, the military departments and other elements of the Defense Department. Asked about this, the Penta gon said Mr. McNamara “has pointed out that continuing ef forts must be made to reduce the adverse impact of Defense Department expenditures over seas.” The department said it is re viewing many areas for pos sible savings “including num bers of support personnel over seas as well as the cost of our overseas support opera tions.” Paring Favored In this connection, it was reported the rear echelon structure backing up the United States 7th Army in Europe is coming in for attention. This organization Is called the communications zone and Includes port installations, storage and supply depots, transportation facilities and the like, mostly in France. It is run by 30,000 military people who have with them about 17,000 dependents. There is some sentiment in the Pentagon that this rear echelon force can be pared without impairing the efficiency or combat capability of the 7th Army facing the Iron Curtain. Other elements that may get a close look are the various headquarters, which some of ficials think may be over staffed, and military advisory groups in some countries where their value is considered mar ginal, particularly in Europe. No New Restrictions The Pentagon said Mr. Mc- Namara has directed that re duction in the adverse balance l of payments "must be ac j complished without in any way ; reducing our combat potoer and ! without imposing undue hard ship on the individual service man and his family.” Informed authorities said it ' is unlikely that any new re ’ strictlons will be placed on : overseas movement of families ' of servicemen. Mr. McNamara told Congress recently that through a variety of efforts the defense share of 5 the balance of payments deficit i was reduced to about $2 billion 1 for 1962. This was S6OO million si less than in 1961. “It is our objective to bring lilt below the billion-dollar mark 1 by’1966,” Mr. McNamara said. s !
