Johnson Mr. Johnson has ssid in the past that Secretary of Defense McNamara is the outstanding man In the cabinet. There was no speculation yesterday that Mr. McNamara would be dropped or would choose to leave the cabinet. The approach, In brief. Is to apply military threats on the adversary in gradually increas ing degrees, meanwhile giving him continual opportunities to back down gracefully. This worked well during the Cuban crisis last year, and Mr. Johnson was active on the "Ex ecutive Committee” which de vised the tactics.
