Defense Policy Change Is Unlikely

Substantial changes In de
fense policy and personnel un
der the new Chief Executive
are "just not in the cards," ac
cording to one administration
official who is close to Presi
dent Lyndon B. Johnson
Mr. Johnson has ssid in the
past that Secretary of Defense
McNamara is the outstanding
man In the cabinet. There was
no speculation yesterday that
Mr. McNamara would be
dropped or would choose to
leave the cabinet.
There are few major defense
matters at issue today, so there
is no obvious reason for Mr.
Johnson to make changes.
Officials say he kept In close

Mr. Johnson seems to be
thoroughly In harmony with
the “crisis-management" tech
niques developed by the late
President and Mr. McNamara.
The approach, In brief. Is to
apply military threats on the
adversary in gradually increas
ing degrees, meanwhile giving
him continual opportunities to
back down gracefully.
This worked well during the
Cuban crisis last year, and Mr.
Johnson was active on the "Ex
ecutive Committee” which de
vised the tactics.
The tightened-pressure ap
proach is also the basis now for
standby plans to handle any
future Berlin confrontation.

General Assembly will hold a
special meeting at 10:30 a.m
Tuesday for tributes to the
memory of President Kennedy.
Meetings of the assembly and
four committees originally set
for Monday were canceled be
cause of the President's funeral
that day.
