vention startled the capital city and congress by exposing the vice condi tions which exist in the shadow of the nation's capitol. "The time has come when women are determined to get at the truth of this matter," said Mrs. Hepburn, dis cussing plans for the campaign which her group will wage. "Either it is necessary for thousands of our sex to be sacrificed each year or not," she continued. "If it is necessary, then white slaves ought to be suitably housed and treated as they deserve to be treated as servants of society, instead of being treated with shame! "If the social evil is not necessary, and if the doctors are right in saying that a man can live as clean a life as a woman, and that white slaves instead of ministering to the health of men, are a source of infection, then we want to know that." Mrs. Hepburn paused to emphasize her point. "I can only give you my conclusions, so far as I have arrived at conclusions,"- she said, "but as I see it now, three main causes con tribute to the problem of the social evil. First, the desire for the dollars. Owners of property in the restricted districts of our cities reap enormous profits from the rentals of this prop erty. They are interested in continu ing the white slave in business, and themselves profiting from the sale of women. "The second cause lies in the igno rance of the young. Sex knowledge almost never comes to the young in a pure manner almost always the parents fail to do their duty of in forming the children about the na ture and functions of sex. When knowledge takes the place of igno rance, fewer girls will 'go wrong,' and fewer boys will blast their own lives and the lives of their future families by 'sowing wild oats.' "The third, and probably the most fundamental cause is poverty. It works negatively and positively. It makes it hard for the girl to do right and easy to do wrong. It often makes it impossible for the young man io marry and leaves only one avenue open. "These three things profits, igno rance and poverty are, as I see it, the causes. We must attack all of them to save our daughters and our sons." NEW ARREST IN SCHEER CASE Edward Pishl, alias "Pickles" Kil roy, well-known police character, was arrested at 2050 Bissell street, last night, after a hard battle, in con nection with the murder of Thomas Scheer, wealthy North Side butcher, Sunday morning. The arrest of Pishl came after a telephone tip received by the police of the North Halsted street station. When officers were sent to the house, Fishl made a dash for the back- door, but was caught and overpowered. He denies the crime. NOT FORCED UPON HIM "Don't you know it's wrong to make your little brother cry? " "Huh, I ain't making him cry, I only hit him in de nose, but he don't have to cry about jt if he don't want to."
