Keg ley of "the state grange, have been making a thorough campaign for their adoption. o o THE MEXICAN SITUATION Saltillo, July 10. With Guadala jara in the hands of the forces under Gen. Obregon, news that Gen. Jesus Carranza has attacked San Luis Po tosi was expected here momentarily. With the fall of the latter city the road will be open to Queretaro and Mexico City. The constitutionalist leaders regard the capture of Mexico City within a few weeks as an absolute certainty. Obregon is within 275 miles of Mexico City and is believed to have the best chance of reaching the capital. Vera Cruz, July 10. Huerta's plight in Mexico City is desperate. Only two of his faithful generals are holding back the entire army from revolt, and terror grows with the fear that the dictator is growing insane with his renewed drinking. This was the picture of the capital brought here by Alfredo Noriaga, Gen. Blanquet's most intimate friend. En route to Madrid he turned against Huerta and for the first time revealed the desperate plight in which the dic tator now stands. "Huerta would leave the capital if he could," he said, "but he don't dare for fear the army would learn of it, turn against him and rend him to pieces. There is a carnival of loot in the capital now. Jurge Huerta, the president's son, has made two mil lion dollars gold in the past year. He is a terrible man who has killed scores 'to satisfy personal grudges. Mohejio (former cabinet minister) has made five hundred thousand dollars." o o ULSTER MEN ARM TO GREET SIR EDWARD CARSON Belfast, July 10. In defiance of the laws regarding the carrying pf arms, 400 Ulster volunteers carrying rifles greeted Sir Edward Carson on his arrival from London. Fears are expressed that the first clash in the civil war may come Sun day, the anniversary of the battle of Boyne. Capt.
