A Russian raiding party burned the
towns of Narsim and Dliovo in a sud
den raid, but was forced to fall back
before a superior German force.
Washington. The United States
government will not interfere with
departure of reservists for service in
European armies, even though they
go by shiploads, unless they are "or
ganized or armed military," the De
partment of Commerce announced
today.
Paris. The newspaper Petit Pari
sian prints a dispatch saying that the
German cruiser Augsburg of the Ger
man Baltic fleet, which bombarded
the Russian port of Libau, was sunk
by a torpedo launched by a Russian
torpedo boat. The report is without
any official confirmation.
Lisbon, Portugal. The German
foreign office, through its representa
tive here, has peremptorily demanded
that Portugal define her attitude to
ward Germany in the present war.
This action is considered here to
be preliminary to a declaration of war
as the Portuguese parliament has already-
passed resolutions pledging
support to England.
London. The Italian embassy
here denied today it had made any
statement that Italy had declared war
" on Germany as asserted by a news
agency late yesterday.
Boston, Mass. Wireless messages

Rome. The sensational declara
tion was made by Italian officials-here
today that Austria has -declined to aid
Germany -against England.
The officials state that the German

-the Adriatic with their decks cleared
for action and their men at their sta
tions, wirelessed for the Austrian
fleet to come to their assistance.
The Austrian naval authorities in
reply sent a flat refusal declaring that
war had not yet been declared be
tween Austria and England. ,
As a result of the refusal of the
Austrians to come to their aid the
two German cruisers are in a desper
ate position.
A combined French and English
fleet is between them and the Aus
trian naval base near Trieste arid
they are in imminent danger of cap
ture or destruction.
Washington. American citizens
are not being detained in Germany
by an order from the emperor, but
becausejt is impossible to transport
them, Secretary of State Bryan was
informed today by the German
charge d'affaires.
Tokio. Japanese cruising squad
ron containing both battleships and
cruisers reported having sailed for
Sea of Japan. Believed that it will
watch activities of German warships.
