is the way the Chicago Teachers'
Federation finally placed the blame
for the killing of Miss Catherine Gog
gin by a Marshall Field & Co. truck,
Jan. 4.
In a letter to John Hood, driver of
the truck, the teachers told him he
was not to blame for the killing of the
aged secretary of the federation.
Greed and carelessness had killed her.
Miss Goggin was run down and
crushed by an electric truck of Mar
shall Field & Co. on the night of Jan.
4 while she was awaiting a car at
Clark and Eugenie sts.
In the inquest which followed the
driver, Hood, proved that he could
not have seen the aged woman stand
ing in his path. A fall of rain ob
scured his vision.
The truck was electric and a quiet
one, with dimmed lights, evidence
showed, and the tragedy was una
voidable. But whether or not a fender would
have saved the life of Miss Goggin
was not gone into by the coroner's
jury, which was under the personal
supervision of Coroner Peter M. Hoff
man, Members of the Teachers' Federa
tion, however, who have no fear of
Marshall Field & Co. or State st.,
placed the blame on the penny-saving
policy of a department store which
published pages of poetry about the
Christmas spirit of the "Cathedral of
Stores," Marshall Field & Co.
The note to Driver Hood reads :
"The board of managers of the Chi
cago Teachers' Federation have been
told of your acute and prolonged suf
fering concerning the tragedy of Jan.
4, 1916, resulting in the death of Miss
"We want to lessen, your grief by
telling you that the teachers as well
as the law hold you guiltless. If our
words of sympathy can help you re
gain control of your nerves and blot
from your mind the memory of that
night, we, too, would be comforted.
"Your wife and children need you
and for them as well as for yourself
we are troubled.
"Selfish greed in the lack of a fend
er, and the failure of the city to en
force the fender ordinance, and oth
erwise protect its dark and dangerous
places these were the cause not

"In death, as in fife, she was struck
by the power that disregards every
thing in its brutal race for money.
"We trust the Great Father of all
will bring a measure of help and cour
age to you and yours."
One of the final clashes in the at
tempt to make Chief Healey of the
police department enforce the fender
law will come today when a hearing
on the mandamus petition filed
against him wfll be held in Judge
Walkers' court in the County bldg.
Without the aid of the corporation
counsel's office, which was called
away from the case by the city coun
cil, Healey cannot but lose the case
by default unless some outside power,
also interested in blocking the fender
law, intervenes to defend him.
If the case is won a court order will
force him to issue certificates to the
fender companies which passed city
tests and then an attempt can be
made at enforcement of the law.
"I tell you, my friends," roared the
patriot on the stump, "our navy may
not be the biggest and finest thing
of its kind afloat, but we have two of '
the finest oceans lapping our shores
to sail one on that the history of the
world has ever known."
