The first man to execute orders if the armed forces of the nation are)
called upon to defend United States rights at sea will be Josephus Daniels,
secretary of the navy, shown here in his office at Washington. Secretary
Daniels has had preparations under way for use of the nation's sea forces
and when they are called upon will be the first to flash wireless orders to,
.the commanders of the navy division.
