When the gong is sounded the men in the trenches put on their gas masks. o o GERMANY DIVIDES BELGIUM INTO THREE PROVINCES Copenhagen, March 6. -That part of Belgium in Germany's hands has been divided into three provinces, with the pities of Brussels, Namur and St Apus, designated as capitals, according to Berlin advices today. German governors have been ap pointed for each of these districts, the scheme of government being the same as that in German-occupied Poland. FISHER WOULD HAND STATE FRANCHISE POWER OVER TO THE CITY Walter fisher, transportation "ex pert," offered to the transportation committee of city council Monday, a bill to be sent to Springfield, which would give, the city the right on its own accord to give street car compa nies 50-year franchises. At present this power rests with the state. "The investing public," said Fisher, "is not willing to invest heav ily in street car property unless they can get 50-year franchises or unless the people will amortize it at the end of fifty years or give the company the right to hold the property until the people will amortize it. There is practically no chance of municipal ownership unless the constitution of the state of Illinois is changed."
