A dark picture of Russian con ditions, showing demoralization and criticism of the new government rampant in the hew duma, was is sued by the official government press bureau today. The official press bureau state ment follows: "In the first meeting of the duma during the new session, the hopeless situation of the Russian foodstuff market and the inability of the gov ernment to help the country were disclosed. The speeches of all the deputies were impassionedly excited. Minister of Agriculture Rittich de scribed the supply of provisions as extremely precarious."
