Carranza's peace plan and proposal for an embargo off ship ments to the allies, President Wilson in his note to Mexico made public to day, renews his suggestion for co-operation among neutrals for halting the war. At the outset of his note President Wilson called attention to the break in relations with Germany and em phasized the German-Mexican-Japanese plot recently uncovered. The reason for mentioning this affair is taken to mean that Carranza, despite several requests, has never disavow ed his sympathy with or knowledge pf the .plot, , TO ASK CONGRESS TO INCREASE FREIGHT AND PASS'N'R RATES Washington, March 20. Congress at the coming extra session will be asked to pass a law granting in creased freight and passenger rates to the railroads to reimburse them for increased wages they will be compelled to pay under the Adamson 8-hour law, prominent railroad heads and officials of the interstate com merce com'n told the United Press today. "Since the supreme court has de cided that congress has the plenary power to fix wages for the trainmen, then applying the same rule, it has the right to legislate railroad rates, a prominent government official saicL The fact that congress can dispose of the increased rate problem in a more speedy and satisfactory man ner than the interstate commerce com'n is said to be the reason why the matter will be put up to congress. The 8-hour com'n created by the Adamson act to investigate the effect of the 8-hour law on the railroads is powerless to grant increased rates. The only power this com'n lias is to determine how much the railroads will have to pay out in increased wages and the general effect that it will have on the roads. o o CONSIDER IRISH QUESTION London, March 20. Chancellor of the Exchequer Bonar Law an nounced to the house of commons this afternoon that the government was considering the best means of settling the Irish question, including the suggestion that he preside over a conference of dominion delegates at an imperial conference.
