THE JtEMACE. f'nlike the me**a(reof last year the message delivered to congress by Pre - ident Cleveland j c-teniar deal* with j many topic* ami Is »uperi r to the for mer in that it afford* something in the way of information concerning th<- operation* of tbesrovernment. In this respect, however, it i« less explicit and satisfactory than might be expected from its extraordinary length. In that gh»>rny temper natural to Victims of disappointment, the pre»i dent draw* a harrowing picture of ten den- ie" and conditions which he a— mime* are lea/ling the country to a darigerouscri-i«,but be i-» foreeil witbai I to confess a state of prosperity never | equalled in the hi*t*jrr of the world. For the e»il condition* which he enu merates. he fail* t* suggest a practica ble way of reform and he does not even claim that the country has had any real advantage from the Democratic ad ministration of the pa-! four year-. Indeed, the stylo and tone of the Introductory part of the »ues«age are in the nature of a confession of Demo cratic in* a parity to deal with the so cial. political and business evils of the time. This confession is important and timely and we must admit some, what of a aurpri-e. Conrernidg the tariff the president i* at least consistent, holding firmly to hi* fallen standard of "tariff reform.'' but in this a* in other matters he con fines his remark* to criticism of present method and opinion, offering no suggestions a* to how the evil* he commiserate* may be practically over come. Kor this omission it must be admitted, howe*er, he ha* some e*- i-n-e in the (act (as illu«trated by the la«t election) that his ideas are al ready pretty well known throughout the country. The message is too big a document to be thoroughly digested in the brief time between its receipt last night and its publication this morn ing. but a casual reading is enough to show that it is notable only for it* pessimistic and critical view of things that would not look half so dark if the writer's mental sky were not gloomed by the bitterness of defeat. A WIHIS CHOICE. Public opinion seems to l»e crystal* lizing into a Arm belief that James S. Clarkson. of lowa, will Ik* a memberof President Harrison's cabinet. Wash ington and Indianapolis cerre*|iond- ents unite in declaring that this is set tled, and the only prominent man who • seems inclined to doubt it is Mr. Clark son himself, who has repeatedly de clared that he seeks for himself no hon or at the hands of the administration which he did so much to place in power. If it is true, however, that Genera! Harrison has selected Mr. Clarkson as one of his constitutional adviser-, there are few Republicans who will fail to join itt the verdict that he has made a wise choice. Mr. Clarkson Is a typical product of the vigorous intellectual life of the great West. He wa* born in Indiana, where his father was a prominent lead er of the old Whig party. In early life he imbil>ed those true theories of government which prompted him. even before he had attained manhood, to cast his lot with the lusty young Republican party, which was then but entering uj*on its career of greatness. Mr. Clarkson has never wavered in hi allegiance to that part v. From the day that he enrolled himself under its banner he has given to it his l>est thought and his best effort. He has never a*ked anything at its hands, and the prominence which he has attained in national politics he has attained as a private lighting in the ranks. It i? a* a journalist that Mr. Clark- Son i best known. lowa has been justly called the New F. tig I and of the Westj for In Iqw< « * lu^r * dia- tinctiy marked than in any other western commonwealth that old spiiit of sturdy. unyielding Ameri cani*m which mote than a century ago mace Ne* Knglaud life and New Ktigl:tnd thought the t. pi, al life and thought of Amerit i Ami the voice of the New Knglaud of the West is the I-un Stuff Kepiitrr, a paj>er which is as entirely the mouthpiece of the people of low a as are the official organ* of Russia of the government under who«e rigid cei»worship they eti-d. In view of the fact that. a« is almost tiniversal lv acknowledged, be i« to be secretary of »ta?e urnier President Harrison, bis recent utterance* in re*ar<l to the an nexation of Canada are more than ordinarily inter*-"ting and more than ordinarily significant Senator Sherman is an unqualified t*lw vcr.in the expediency oi annexa tion. He believes that nothing short of that will put :tn end to the constant border deputes which have for a cen t iry embittered the relations between the United States and the Briti-h provinces of North America. He be lieves that commercial union would be a failure 3nd that in complete political Pinion the people of both countries will j tmd the greatest "satisfaction and the highest prosperity. Of cour-e. Senator Sherman s f) cak* only for himself, but, if be is to be a nieiulier of President Ham-on* cab inrt, it may be taken for granted that it will l>e part of the policy of the ad ministration to smooth aw ay the dif ficulties in the path of a complete and mutually agreeable union between the two great English-speaking nations of the continent. THE IHIAI. SCARE. The usual winter war scare is now making the hair of Europe stand on end. Rn««ia an.l Austria and Ger many and France and Italy are ner vously fortifying their frontiers and .hufHing their armies about a- if they anticipated a tremendous upheaval at any moment. Immense credits for military purposes are also being ur gently demanded by the governments and promptly voted by the parlia ments. As usual, we are told that there will surely he lighting in the spring. The world Is cautioned not to press against the rope* but to stand by with bated breath until the exhibition begins. It is a remarkable fact that the-e war scares invariably come early in the winter when then* is no prospect of anybody be in- il>le to fight for many months. When spring arrives and roads and weather are suitable for the fray the scare is always forgotten and the armies are called away from the frontiers until winter *hall again make it possible to bluster without any danger of fighting, The experience of the past quarter of a century has taught the world that there is a vast difference between wars and rumors of wars KOltN.
