The third day's session of the Kins Count jr Teachers' Association was ope red a: 9 o'clock by a violoncello solo by Prof. George Bachmann, who responded to two encores. An invocation oy Rev. Louis Bowerman was followed by a string quar tette, whteh played the "Ardante and Sefcerxo," by Beethoven. The players were Miss Ethel Kahle, Mrs. Vining, M;ss Win nie Vinlng and Prof. <3. Bachmann. A round of applause attested the apprecia tion of their playing. Supt. Meredith introduced State Super intendent F. J. Browne, who save a L>rief address on teachers' work. The Institute then restoived itself into the sections. In the high school section I*rof. J. Allen Smith, of the state university, gave a most interesting talk on social science- Following are some of the points which he discusml briefly: The object of social science; the necessity of it; the difficulty of obtaining information upon which to build it; the principle underlying social science, which, he said, is the process of adaptation; individual effort opposed to combined effort; equality of oppor unity; principle of conservatism opposing ad vancement; rapid change In the industrial world; efficiency of labor augmented; mod ern education refusing to take cognisance of changing social conditions; abnormal distribution of wealth cause of social un rest; education the remedy. Prof. J. M. Taylor, editor of 'he Educa tional Repository, addressed the section on local history. He outlined his method of teaching history, and detined it as the laboratory method. In the intermediate section, Mr. Lingen felter presided, and introduced Prof. Getx, who gave a talk on "Ratio in Number." After a short discussion, Mrs. B. W. Brint nall, associate editor of the Northwest Journal of Education, was introduced and read an interesting paper on "Temperance Physiology." Mrs. Brintnall spoke espe cially of the drawbacks in teaching tem perance physiology on account of home relations, and emphasized the uecessity of the work. Miss Laverta Morse opened the discussion of the paper. Mr. Coffey gave a talk on "History." He told a'little story showing the derivation of the word "history" from the two word* his and story. Love of personal history leads to local patriotism. In the primary section Mies Robeson preyed. Miss Quig began the work with a model lesson In number teaching:, ac cording to Speer. The lesson was intense ly interesting, and was followed by an ex planation of the underlying principle of the work by Miss Arqult. Miss Agnes Stowell, of Ellensburg, dis cussed composition work. She spoke par ticularly of the alms of language, and said that the acquisition of fluency and accu racy result in a development of truth. In the special section Mr. W. D. Qer rard was president and introduced Super intendent Hopson, who discussed "School Law and Constitution." His work was followed bv a talk on "Geography," by Mr. B. W. Brintnall. Prof. P. X. Getx, of Ellensburg, closed the morning's work with a talk on "What Books Teachers Should Read." In the afternoon the short talks by Messrs. B. W. Brintnall and V. H. Hopson were received with enthusiasm. Dr. Bolton, in his lecture on "Child Study," was received with enthusiasm. Prof. Splilman, with one of his excel lent talks on "Science" closed the after* noon session. DISCUSSING THE RATE WAR. Mo Agreement Reached by Which Hostilities Caa Re Stopped. CHICAGO, April B.—At a meeting of the Western Passenger Association held here today a general discussion took place re garding the extensive demoralisation of rates which was caused by the Canadian Pacific rate war. A proposition was of fered for the discontinuance of the cut rates through the Missouri river gateway*, and that they he met only through St. Paul. The payment of excessive commis sions was also discussed, and It was point ed out that these payments had a great deal to do with much of the existing de moralization. No definite action was taken, but another meeting will be held. The committee which goes to Xew YorK to represent the Western roads at the conference with the Canadian Pacific next Tuesday will. It Is said, be Instructed to say to their Canadian competitors that under no circumstances can Canadian Pacific differentials b« tolerated, and that a set tlement of the present rate war must be found on some other basis. Tt may be that a physical division of all controllable traf fic will be proposed, but it is very uncer tain that the Canadian Pacific will con sent to treat on that basis. The present outlook for a settlement is not very prom ising. The Cnlon Pacific road has closed a fif teen years' contract with the Pullman Palace Car Company for the operation of that company's sleepers over the Colon Pacific system. Considerable comment has been caused by the transaction. It was though'. that the Vanderbllt influence woxild be strong enough to secure for the Wagner company the Union Pacific con tract. It is intimated that Wagner cars may be used In connection with the through overland service to San Fran cisco, but for all other business Pullman cars will be used. II %X€»KU KOR WIFE NI'RDER. The crime for which Hill paid the pen alty of hU life was the brutal and cow ardly murder of his wife, Airnes, whom h»* killed in Oakland about two year* ago.
