The wails and roof are complete, and the build ing an it now appear* is shown in the ac companying illustration. It is a great ad dition to the station. Its dimensions are 3X> bv 65 feet, and its high roof gives It a symmetrica! and even graceful appear ance. Within frt will be included a ship fit ten* or machine shop, a forge, shop, a small foundry, with probably a Joiner's shop and a pattern shop. The details as to the interior equipment, the purchase of tool*, etc.. are yet to be determined. This building, which lit* but a few feet from the dock, will not only increase the facil ities for docking vessel*, but will particu larly give conveniences for making such repairs as may be nece**ary on the vessel* themselves. It w as to have been complet ed on January I. but the contractors, though rendering themselves liable to a penalty for each day since that time, hope to fortify themseive* with good excuses on account of continued wet WMtber and de ity in obtaining neceasnry material. Work has just been begun on an exten sion of the brick discharge culvert. The contract has just been let for the erection of barracks for the marines and an additional bulitllng for officers* quarters. It will consist of a centail portion two stories high ar.d «>' by 1" feet, flanked by two wings, each oca story high and SO by 2»> feet. I think the failure to givo us an appropriation to cov er this has resulted in a lo*s of far mot* than it would have cost, as for instance in the delay of the Oregon in obtaining her supply of coal. Steam is kept up con tinually day and night, for various reasons, and pumping can b begun at any tritiute in the year. Every day ex cept Sunday the whistle sounds at TrTrf) o'aloek a. ra., at S a. m . at noun, 12:50 p. m., 1 p. m. and 5 p. m. By these sig nals the various groups of workmen in and around the grounds are governed. Tlie Mariue». A certain military air is lent to the entire station by the presence and move ments of the marines, of whom there are now forty, fourteen having recently ar rived from Mare island. First LI ut. B. S. Neumann is ir. command of the marines. There are several non-com missioned of flcrs, such as sergeants and corporate. The marines all make tfceir home on the. old «hip Nipsic. which .still lies anchored opposite the center of the station, fitted Up as a receiving ship. The men have fairly comfortable quarters "aboard, but they will have better wh* n the r,-w bar racks ashore are completed, as they soon wii! be. The marine* present a pictur f>Que appearance as th v move about the grounds, singly or in little groups, clad in the trim regulation uniform of dark blue eo.it and cap and lignt blue trousers, flanked by a broad red stripe.
