Touching his chaiges relative to Merry's hostility against Seattle, which he has labored before this to make appear, there is no evi dence whatever, no uiore than there is iu the senseless twaddle aud vague charge whioh ho at the close of his article in dulges in concerning Mr. llunford, who lias property here, aud whose interest* are identified with and dependent upou the future growth and prosperity of the city. The only fouudatiou for a diatribe agaiust Hauford or Merry was the •iinple fact that the foriuer is u Repub lican, and the latter a liberal aud consistent ' Democrat, aud lienoe, according to strict party usages Hanford should have given bis support to some member of bis own party. But then consistent fealty to party does not go Mt far as to require a member of a Territorial Legislature, when not bound by any caucus, to see that every subordinate officer is of his party. Hut Brown, of ell men, is the most incon sistent to denounce llanfonl for voting for Merry, or Merry lor takiug the po sition, and he stultifies himself when he does so, for the reason that he has writ ten withiu the last three years columns iu defence of a Republican functionary who appointed a craven old "copper head" as Clerk of the District Court here. TERRITORIAL LEGISLATURE OLYMPIA, Uct 3, 1577 The Governor's message was deliv ered at 2r. M The following is a synopsis: No event of extraordinary character has transpired iu the Territory since* lakt ailjournment. Satisfactory ad vancement is retarded until railroad connection is secured with the East. Agricultural, manufacturing and min ing industries are prospering, and com pare favorably with other localities. Recommends a sound financial policy: refers to defect in the revenue laws, oc casioning thousands of dollars loss to the Territory. No portion of the reve nue for one given year is paid into the treasury until the expiration of the year, necessitating the payment of in terest on warrants sometimes for a long period. Recommends legislation iu con nection with Oregon for the preserva tion of fi»h The lumlier manufactured is two hundred and fifty million of feet. The shipments ot coal in seven month of the present year are eighty thousand tons. Recommends a board of equali zation; recommends a small annual ap propriation to purchase books for the Territorial library. It is probable the Penitentiary on McNeil's Island might be transferred to the Territory; the present system is not economical. He calls attention to the matter of pilotage on the Columbia river and ad vises legislation. He makes no direct recommendation regarding the state government. He reters to the Board of Immigration and the gratuitous services ot the president, Mrs. Stuart, as fur nishing a marked instance of unselfish devotion to the interests pf the Territo ry, and recommends a liberal appropri ation. He presumes the report ot the Insane Asylum will be submitted for action; recommends the codification and revision of the statutes. The Northern Pacific Railroad is largely referred to and memorials to Congress recammended. Pnget Sound is the only preper western terminus for the north trans-continental road. Should the western terminus be established at Portland it will check our advancement and strike a blow at our prosperity j from which wc will not recover io the present Century. He hopes for harmony in the Legislature, and when their labors are completed tbey will merit the approbation of their f»*!l«w citizens. COCNI 11..
