A CANNERY PROJECT. A project is on foot to start a cannery on th« wharves lately erected in th». vicinity of lJullene's machine sh«jp The immense run of salmoo in our bay during the few months lant pa*t. has j demonstrated that the business can b<* made profitable. Th»> reports hereto fore current that tbe Puget Sound salmon were n«>t tbe right -pecits for | canning have proven unfounded. We look, therefore, for a considerable addi- j tion next season to tbe sum total of our exports from this branch of our re sources. In order for any company to convt n j iently make use of the location indi cated, the city should extend Madison street so as to connect it with tlioso wharves, and thereby facilitate the making of that portion of our city front the center of business for canning pur poses Owing to the depth of water at that point, vessels can lie at the wharves j and taka in cargo, thus saving a large percentage) in transhipment. IJy aiding in this way, the establishment of anAtker great industry may be effected and hundreds of persona given employ ment, and the city revenues propor ti' nately benefited. THE RIGHT THING. Notwithstanding the decision of the Court hero last Spring relative to the validity of our City Charter, tax pay ers, as they should do pend'ng the ap peal, are puving up promptly in order to save the five per cent, to be added to tho delinquent tax after Wcdues lay next, the 10th inst. Regardless of the result of the ap peal to tho Supreme Court, our citizens are all satisfied that, when the Char tcr is remodelled, by the Legis lature now in se*siou, provisou will be made for the euforcemeut of all «SUV »UVi VI frj MIIU «UK |iltj UICUI) CI all indebtedness, and that the best way is to pay up as they are now doing. As for such a thing as repudiation, that has not been aver hiuted at by any person, and by no means should be. TELEGRAPHIC. Excltuively to the IMH-1' lATTELLiGMLrtHR. LONDON, Oct. ti - From Muktar Pasha's latest dispatch it seems the ltussiaus have withdrawn frent tbe right and centre of bis line, and con centrated their entire army at Aktocha kala, on Kara, and at Ischat. fffteen miles north east ot Kara. This is un doubtedly the great and at oat critical affair in the war in Asia Minor. Tth, 1877 ED INTELLIGENCEI' For the first time since the "assembled wisdom "of the Territory has convened, we have a day of sunshine with the clouds broken and drifting away, ami it is obvious that for a time at least, Jupiter Pluvius is upon committee duty. This guar antees clear weather for next week, and a large attendance at the Territorial Fair, which logins to-morrow morning. Till that is ended, in my opiniou, no important legislation will be accom plished. THE BEAFLON OF THIS Is that the couLtry members ali meet their families during fair time, and convene for a couple »f hours in the morning and then adjourn in time to go the races in the eveuing '1 hey assemble at the pavilion with the fairer portion of humanity, to view the agricultural, mechanical and artistic products of the Territory. You may a»k, but why do this at the expeuso of the people ? I will satisfy you before we get through with it, that it is best it should be this way. To In-gin with the members get SOME DEFINITE IDEA of the industrial products of sections of the Territory which thoy do not in person represent. This enables them to legislate understanding!}' upon ques tions of local legislation required by counties other than their own, and the early adjournment consequent upon the Fair guarantees th*t no bill shall be jiaesed during a sparse attendance in either branch of the Legislature. In every experience of nine sessious as a Legislative clerk, all the bad bills I have ever seen pas-jed have beeu done while there was barely a working quorum. WHEN TUE FAIR IS OVER There will be au adjournment of two days to euable the appropriate commit tees to visit the Insane Asylum, the Penitentiary aud other public institu tions, aud to report intelligently upon the result of their examinations. On assembling after such adjournment the work of legislation will commence iu good earnest. Most of the members have prepared their most important bills, aud several have already been in troduced iu each house. Eleven bills u«t V - a J •„ 41,, Comic,! and eighteen iu the House. TIIE SALMON FISHERIES So far as Puget Sound is coucerned, have ulrealy attracted the attention ot that sterling practical gentleman, COUNCILMAN FEKGNSON, of Snoho mish. lie is the author of a bill, the n.aiu objects of which are to prevent wanton destruction of fish iu our rivers by the explosiou of dyamite. The bill further provides for the proper labeling of cans and branding ot boxes and bar rels so that Oregou will not get the credit of the products of Washington Territory in future. The bill should be come a law. COUNCILMAN IIANFORD Has so far occupied himself mainly with legislation for the immediate needs of King county. His bill* for the equali zation of taxes and for the government of assessments in your couuty have al ready passed through both bouses and only awaits the Governor's signature. He has also presented two memorials, drawn and prepared with great care Hon. J. J. McQilvra, who is here and working like a beaver. The memori als have already passed to print and by to-morrow will lie ou every inemiters' desk. MY OWN CHOICE In the matter of aelectiug a special dele «ate to represent Seattle's interests at Washington would liave been Hen. C. H. Larrabee, for the reason that he has been a member of Congress, and as such would be entitled to the eutre of both Houses of Congress at all times. But from the persistent way in which Mr. McUilvra is working here for your interests, I am satisfied he is the right man in the right place, and that a better selection could not have been made. M. Report of Preaident Anderson. To thf IlonoroUe Boonl of ft of th< l~nicersity of W-ithiiigton Territory. GENTLEMEN:— In accordance with the terms set forth in tbe accompany ing circulars, school was opened in the University building, Septeuil>er 3d. 1877, with forty pupils. At the pres ent date, October 6th, tbe number of student* is forty one, pursuing studies as following: CVsar, (book fourth), 5; Cwsar, (book first), 2; Latin Grammar and Header, 14; Latin Lessons, 5; Physiology, 14; Geometry, 7; Univer «ty Algebra, 14; Eletaeßtary Algebra, 10; Arithmetic 33; Grammar, 22; Ge ography, 13; Reading, (fifth render), 30; Spelling, 21; Writing, 12. It is the purpose to orgnnize classes in Book-keeping, Natural Philosophy, French, Greek, and perhaps other branches, at the beginning of the win ter term. Arrangement* are now I wing made to accommodate a larger Dumber of puptU with board and rooms, or room aloat nodirate ntM, both iu the boarding house and at the President'* hoMf. Ali such itudwiti are under the (uiutant car# of the faculty. Before closing thia report, allow the HggMtioß that there is great .need of apparatus for illustrating the natural science*. And further, that it is very desirable to secure, on some well con sidered plan, a larger endowment, that the University may be able to gxtend it* curriculum at lout one year beyond that set forth in the accompanying cir- cular, thus allowing one cl?iss of stu dents to be completely fitted for any college, and other classes to pursue scientific and normal courses of study fully equal to those found in colleges atid universities elsewhere.
