The cause of the yellow fever which devastated Norfolk in l&tt was very largely attributed to the decay of wood •shavings, which bad been used to fill in a wharf. The Memphis pavements mast supply a mach larger pro portion of poisonous malaria to the air than was given out by the decaying shavings at Norfolk. It is a peculiar property of half decayed wood in rnassos to retain moisture, to continue long in a state of slow fermentation, and to give ont malarious effluvia. In country neighborhoods many a case of typhoid fever has been censed by s neglected wood pile near the bouse, where, upon a gradually accumulated mass of chips and sawdust that is fair enough at the outsido, but rotted down to mold at the bottom, all the kitchen slops have been poured. It is a well known fact in sanitary works that hos pital gangrene often results from wash ing tho wood in floors of wards with water, and on ship-board new or moist timber is injurious to the health of the Hailor. The damp timbers of the United Status steamer Plymouth re» tainod and were able to revive and pmpagato the yellow fever germs re cently, iu spite of the most careful fumigation, disinfection and refrigera tion during a whole winter. The de cayed wood of the berth deck of this steamer could not bs disinfected, so resolutely did it retain within itself the fever germs. Memphis is paved with mile after inilo of this sort of decayed wood, and every block, exposed to a sweltering sun, may nurse a fatal fever germ. These pavements were laid down ten or twelve yoars ago, aud aro reported by Mr. Nilos Meriwether, a civil en gineer, as being "almost entirely gone from decay and hard usage, so that tlmir rotteu and honeycombed condition makes them so many cesspools and receptacles for the retention of all man ner of street filth and noxious gases, and they should tborefore be removed a k rapidly as possible." — 11%' TICLKUKAPII A»\l) MUL CALCUTTA, Sept. 22.— Reports from Cashmere are still very gloomy. CAPK TOWN, Sept. 2.—King Cete vrayo will come hero immediately to await orders from the Qovernment. A final assembly of tbe great chiefs, counsellors and people of Zulu land, was to be held at \ nndi today, when tho terms of peace were to be proclaimed, and each of the chiefs se lected to rule over territories was to sigu an agreement. According to this agreement, tho chief undertakes to forego importing arms from any quar ter whatever, snd tho importation of merchandise from the sea coast is alse forbidden. Tbe making of war and succession to a chieftainship will be subject to the approval of the British Uovernment. When British subjects arc accused of crime, trial and sentence will depend upon the resident's ap proval. Tbe alienation of land will be absolutely forbidden. In all other re spects these chiefs will be sovereigns in their own territory. A chief wttl not l>o compelled to admit missionaries, and the prohibition of alienation of land will not be rclaxod in favor of grants to missionaries. The British residents will be iuatructed to adviso the chiels. but to exercise no authority over them. If the chiefs disregard tbe terms of the agrecmont, tho residents will re port their conduct, bnt will have no power to give orders. Many of the chiefs receiving territories arc representatives of accient tribes who were subjugated by tho Zulus, and they rejoiced at the recovery of their independence.
