It is a good statement and ont, for taxpayers to read and ponder. The finances of the city are in excel lent oondition. One year ago the city was stagKtiiiig under an indebtedness of $24,641. There was no money in the Trtasnry. Tbe paper iseoed was at a discount of 20 per oent and over. In t,« way of interest $2273 were paid. There was talk even of repudiation among those not over scrnpulous on questions of honor and hooesty, on ac count of the debt exceeding the limit fixed by law. As compare! with this year, tbe assessment roll was fmaller. the people were poorer and fewer, and a feeling was manifest not ao good aa that now pervading tbe community. What is tbe sitaation at present! Tbe Mayor reports tbe munieipal indebted ues« $15,975 on tbe 30tb of June, 1881. The American Pomological Society will hold ita cost annnal meeting in the city of Boston, commencing on the 11th of Septombar. These annual meetings, which are held in different cities of the Union, that ef 1880 in Rochester, are pleasant and profitable, and might be made of great value to oar Territory. An exhibition of fruit is part of the proceedings, and a de scription of the same is published* with reports of the regions from which they oome, climate, <&c. Information is solicited concerning the frnits of Washington, their species and varieties, obstacles to culture, statistics of pro duction and trade, &c. To learn tbese things is a small object to those man - aging the society compared with the object .it should be to our people to give this information, and so in one more direotion make tbe Territory known abroad. Customs collections at tho port of Victoria amounted as below during Juno of this year and June of last year. This number included among nnder» ground workers 474 boys,from 10 to 12 jmn of age, 6798 boys from 12 to 13, 38,559 boys from 13 to 10, and 338,148 persons over 10 years of age. Reports were received and filed, to wit: Health Officer, Harbor Master, Bircet Commissioner and City Attorney. The semiannual report of the Treas® urer was referred to the Finance Comi mittee. An ordinance to amend ordinance No. 108, to construct street railway, was re ferred to a committee consisting of Btetaoo, Collins and Densmore. Resolved. That all ordinances for the construction of water works in this city by private individuals, companies or corporations shall be published at leu-it once in one of the daily papers of this city, at least five days before the meeting of the Couneil, at which the aume is to be considered, at the oost and direotion of the person, oompany or corporation presenting the same. It was orderod that the prayer of John S Anderson and others, for the opening of Filth street, be granted and that the same bo opened at an expense not to exceed $280; to be let by oon tract to the lowest bidder. I am quite aure that the showing made will be viewed with satisfaction. Among the items referred to above I will men tion. the reception of tbe Presidential party, judgment and costs in the Buzby suit, expendi ture* on account of smallpox, parchaa* of pest house and ground.- (5 acres), Commercial street grade scrip to City Fund, three la clinas. last t>aym«nt on steam rire eng ne, Ac , whick It will be seen by consulting th* e .tries under the appropriate heads will foot up over Ave tboossnd diUtr* It would seem, therefore, that with proper management the city indebtedness may be suffi ciently reduce l to bring up the scrip of th* differ ent funds to the cash value of one hundred cent# on the dollar, and thus the city will save a con siderable sum which ia now paid in the form of interest, which Is "a consolidation devoutly to be wished." There are evidences on every hand of the atealy growth of the sity in wealth and population, and a consequent Increase in current exposes. It will be nec<-s*ary for those who may be called to admnster the city government to be watchful and keep tbe expenditure* within the income. It waa cause for congratulation last year that your ptedacenora came to a halt in the mattter oi in creasing tbe antpeMe* of tbe city. Allow me, gentlemen, to congratulate you tha' you have come to a right-about-face in the ma trr; and i' i* to be hoped that your successors will do as well, which they may do, and even better. The amount of interest paid last year was t TO thousand two hundred and aeventyt-hree dollars, wln'h has been reduced this year to one thousand uid flity three dollars, a difference of twelve hun dred and twenty dollar*, which sum has been saved to Ihe treasury. The amount of work done on the streets I think will not suffer in comparison with any other year either in amount of work done, or in the amount expended for *ucn work. In the IIMI future the question of water suppiy for the city will I* agitated, and at the proper time, when the different project* have been fully canvaaaad, I hav, uo doubt but the subject will receive a careful consideration by thoaa then having the matter in charge. It will therefore be premature for me to make any recommendation in regard to the matter at thia time. It Is with a gcod deal of pleasure that I am able to say that the book* of the Clerk and Treasurer are kept in an admirable manner as any one may see upon inspect ion. Theae officers hava always bean sble at a moment's warning to give an exact statement of the condition of the finances, with out any discrepancy in their account*, thus show ing a commendable degree of praisewortbine<>s in the discharge of the duties of their cdices. There is only one lawsuit now pending to which the city is a party, and that is a suit brought by Louis R. Flowers, claimug one thousand dollars damages for injuriea alleged to have been sus tained by walking off the sidewalk. I have no further communication t-> make, gen tlemen, in reference to the affairs of the city. I cannot close however, without tendering to each and all of yon my tlianka for the fidelity with which you have attended to the varloua dutie* devolving upon you, and the uniform courtesy which you have ixUndedto myself and each other.
