procure labor, and the only question of
reaching Dm Moines by the first of nest
January is that of procuring men to do the
grading. Everything else is amply provided
for.
CITY BOASD or Ki Af j/.ATION.—Sitfe tlie
2f'th of la month and until quite recently,
the Board appointed by the City Council—
consisting of Satnuel llirs-*hl. G. S. C. low
and C. H. Kent—to equalize the assessment
rolls of the city, have been in session, and
the work has been most thoroughly prose
cuted. Credit is due tlu-m for exercising
some judgment in changing the figures
found upon the Assessor's books. The
property about the business part of the city
has undergone a thorough overhauling, and
in most instances has been materially raised.

and upon this the taxes of the year are to
be raised. The Board has discharged its
duty faithfully, and deserves the thanks of
the public for taking a decisive stand and
assessing property at something near its
feal value.
It is well to state here that the assess
ment upon which the tax of the present
year is based is eight mills on tbe dollar—
three for road purposes, and five for ail
other purposes—a gross amount of $32,
t»83.'2'k to be raised by taxation in our city
this year.
But, if we may judge of the future course
•f the present Council by its action during
the ten weeks of its existence, $:'2,i"'U
Would liardly answer, for we are officially
informed that the sum of $7,08o.40 has
already been expended. This is at the rate
cf about $40,00' per annum. But wc see a
disposition in the Council to retrench—at $25.M.

The Committee take the opportunity to
report tin* suggestion made by the Hoard of
K'|tializatiou last 3 ear, thai it would be well
in future to elect two assistant assessors, to
assist in .-ipproising the value of real estate

nil shall personally examine the premises,
we deem it impossible otherwise to to pro
vide for equal and just a-s.seuuuit, esoecia'ly
cau it not be done witiiin the time allowed
by the Council.
Your committee are convinced that the
real csu.tr of the city which is deemed busi
ness property has been assessed t.xi low
heretofore, and the valuation wf such prop
erty has been very considerably increased.
Wc think it is still assessed too low, com
paratively, but sufficient time vv.-ts not al
lowed 11s to make a thorough and complete
comparative valuation.
The committee have been pleased with
the manner in which the Assessor has dis
charged his labors. He has evidently spared
no pains in the execution of his work, and
the eoimf.ittce have ioiind him well informed,
prompt, and a great assistance to them, in
the pel Ion nance of their duty.
