purchases of Libertys cease temporarily
on Wednesday. Buying of Victory notes
will go on. It is understood, which ac
counts for the better showing of Vic
tory's in yesterday's market.

The Interstate Commerce Commission
has committed itself to the policy of
approving new railroad financing only
In the event that the cost to the company
does not exceed 7 per cent. That pro
vision takes no account of the varied
credit standing of railroads, but puts
them all in the same boat as far as cost
of financing is concerned. Owing to the .
size of the maturity of the Burlington j
bankers question the ability of the
Northern Pacific and the Great Northern
to finance the $213,227,000 July 1 ma
turity for a cost to them of 7 per cent
or less without tho creation of a bond
of enormously long maturity. The in
formal discussion of the Burlington i
financing plan between railroad coun
1 sol, their hankers and members of the
commission took place tn Washington
ye.-terday. The only local reaction to
the discussion was the news that a. defi
nite plan was presented and the advance 1
attitude of the commission was obtained. I
; It Is anticipated that the plan will bo
I placed formally before the commission
: early In next week. At that time it
will be announced if present plans be
, carried out.

Tliis market is not dead. according to
a prominent Investment banker, but is
in the position of a drowsy slant await
ing only the completion of tax pay
ments and the first of a merles of con
structive announcements hy the Harding
administration before awakening. Tivtc
<tre many evidences of underlying
strength. the banker said, and a wide
awake giant during: the last week of
March similar to that in the first week
of January of this year would causu n->
surprise. That the market is sleeping
but not dead was Indicated by the com
plete distribution of the Cubai -Amer
ican Sugar Company Issue. The lowest
irventory of unsold securities in many
monthh is reported by the National City
Company, th? Guaranty Company and
Dillon, Read A Co.
Lea* Mnpport to Market.
The support which has been notice
able In the bond market for considerable
time was less apparent yesterday and
all classes of bonds receded under fairly
heavy offerings. There was a good deal
of sailing of l> wrty* and Victory*, and
declines In that department ranged to
as high as half a point. Much of that
liquidation appeired to be coming from
out of town and it was attributed to
Individual selling to meet income tax
payments on March 15. Foreign gov
ernment bonds were comparatively firm,
fractional gains being recorded by Brlt
Ish, Danish. Belgian. Swlas and French
issue*. In the industrials I'nlted States
.Steel sinking fund os were weak, while
n few Inactive iwjes worlt?d a shade
higher. Railroad bonds were moderately
active and traction bonds dull. Imperial
Russian Government 5'jS and fir.s were
again active in the curb. Russian bond*
listed on the i?ndon market showed
yesterday a marked Improvement, ad
vancing a point to 3 points. That rise
was said to reflect British confidence
that the Red Government would be over
thrown by the present counter revolu
tionary forces. The new 7 per cent,
bonds of the Gulf Oil Company, traded
in In the curb. declined about a point ,
following an announcement that th* syn
dicate which underwrote recently the
*35,000.000 had been dissolved, Reaver
Board ft*. Ii?e?l Iri the curb, also dropped
more than a point.
