The cotton Market held steady with a
small net pain ifc yesterday's quiet itnd
allbreviated session and closed 2 to 12

Chicago current wholesale distribution
of dry goods was less than it was in the
corresponding week of last year, aU
though road orders showed a consider
able increase. Yesterday's weather map
vas favorable. Conditions in the east
ern belt wero clear and no rain was
Indicated anywhere In the belt. It was
cloudy in the Southwest.
The local spot market was 5 points
Mgher at IS.45 cents for middling. No
nales were reported here. In New Or
leans middling was quoted steady, net
unchanged at 18.75 cents for middling.

The Transit Commission begins to-mor
row a practical phase of its colossal
task which, is likely to demand much
of its time and all its best effort for
many weeks to come. >
It will undertake to persuade the forty
or more separate transit corporations
now privately operated in this city that
the tentative valuations placed upon
their respective properties by the com
mission's experts, looking to the absorp
tion of those that are selected as fac
tors in the plan of reorganization "and
unification, are fair and equitable ap
praisals. --
Those valuations have been In the
hands of the companies for study and
analysis now for four week*. To-mor
row^ they are due to define their atti
tude toward thern. It is an open secret
that their response, if not^a unanimous
howl of protest, will be at least a
clwrus in which the dissonant notes will
predominate. The Interborough Rapid
Transit Company, a <naJor factor in the
proposed scheme of unification. Is
likely to play the maestro's part in
leading that .chorus, .although it is the
Brooklyn Kapld Transit Company which
will have the privilege of striking the
keynote, for the reason it stands first
on the commission's program for ex
amination to-morrow.
To Get Fair Hfitr'nit.
After each of the companies has been
called in turn either by written brief or
ei\ally by counsel to state its position,
outlining its reasons for dissent, if any,
its officers and representatives of its
various organisations of security hold
ers will have their day in court. They
wilJ have a patient hearing at the hands
of flic commission, but such objections
as they may formulate will he confronted
not alone by the analytical minds ot
commissioners who have studied this
probletn from every angle, but also by
incisive cross-examination at* the hands
of former Judge Clarence J. Shearn, gen
eral counsel to the commission.
It is bound to bo a battle royal with
hundreds of millions in the projected
new securities as the stake for those
who make the fight for increases above
the tentative valuations.
The Interborough already is at logger
heoda with the commission and its coun
sel over the question whether it can or
cannot afford to give a more efficient
subway service without toppling itself
into a, receivership. It will be at lor-'tfer
h 'ads to-morrow also on the valuations
issue. Though its position has not yet
been made known officially, it will de
clare that the commission's tentative
valuation of $174,060,000 for Interbor
ough properties is at least $26,000,000
short of actual values, not less than a
round $200,000,000 having gone into the
system.

excessive book values on bad invest

This is an illustration of the issue.*

: while the valuations hearings are pro
' pressing certain days of the week will
j be devoted to a continuation of the
pending investigation of inadequate sub
way -service. The Interborough, after
enjoying a week's grace, must appear
on Wednesday afternoon next to show
c?use why service orders for immediate
betterments should not be made effec
i tive. The B. R. T. is to face a similar
inquiry into service delinquencies later.

The Commissioner of Accounts, faithful

commenting on the passage In Albany
of the bill, which, he said, given to the
commission management of the stibwny
built by the city and the transit linec to

Mr. Hirshfleld salt. the 418,000 plu
rality rolled up by Mayor fiylan last
November showed the city did net ap
prove the transit legislation, and added:
"As I pointed out before, the city did
not auk for a transit commission, but
this transit commission waa created
and won 'sent down' to New York city
by Gov. Miller and his 'automatic ball
l earing' legislature,' against the wishes
