The shipowners disclose what is de-j -crlbed as a "confidential circular" }s &ued by Kuruseth outlining a program of "guerrilla warfare" against the em noyment bureau for officer.- nnd men maintained by the Pacific \merlcan Steamship Association. The Shipping Foard, which also hus employment of flf-es on both the Pacific and Atlantic i t'asts, has been apprised of the danger <:f similar attacks, is is known, though I 'he threats have usually been traced to ! 'tie I. W. W. The pamphlet credited to 1 I i ruseth calls the weapon of offense "the oracle," describing it as follows: 1 "To Ret rid of the ship owners' offices W' must make the offices a failure. The outlets are established to get men for [ the vessels, to keep the vessels from be- : ipg delayed. If Ihe office causes delay instead of preventing It. the office Is a failure andi will be abolished. To make the office a failure?to make It the rea son for delay?the men must ship | through it, and then when the vessel Is ready to cast off the lines the rrlen walk ashore, because they were shipped In or by the office. "The vessel Is ready and the master orders the lines cast off. Yon cast your duds on the wharf and then follow your duds. The vessel Is delayed. She must : And another crew. This crew may do the same or go up the coast and leave her there. She is aicaln delayed. How '-in* will the shipowners stand for that? Especially In passenger vessels? We dtd this years ago and abolished the offices. We did It even when we were arrested for It and were brought back to the vessel and compelled to work. We cer tainly can do it now when we cannot be urrested for doing it In any safe harbor. The Seamen's I.aw. Section 7, gives all "-?>arnen In American ports the right to quit at will." The pamphlet goes on to show how other sections of the act. called "jokers"' Vv the shipowners, will aid the men when they are ready to put the oracle Into action. "The Seamen's Act," it says, "Is not a roasted goose, but a gun j to shoot the goose." Defending its shipping office, the Pa- | rifle American Steamship Association declares that the employment service has enabled the owners to maintain 1 * ages on the Pacific CoHst "in spite of the demoralized wage condition which has existed on the Atlantic for the last three months." The specific statement !s made that oilers, firemen and coal passers are being shipped here for from *15 up?"and not very far up"?and Hole seamen for as low as $30.
