There was enough local short cover ing tn yesterday's featureless and quiet cotton market to prevent Its declining too far under the influence of the un settled labor situation here and abroad and the reactionary tone of securities^ Prices -were off 13 to 21 points from Saturday's close at one time early in the afternoon and reflected professional j long selling. Southern offerings and lack of tr&de support, but in the last half hour the market made up most of Its i losses, showing a decline of only 2 to '? i points at'the final gong. The weather, ordinarily a factor of [ Importance, was sufficiently a standoff not to make much difference one way or the other. The showery and unfavor- I able weather in the Eastern belt was offset by rains In south Texas and pre diction bf further precipitation. Liver pool cables were disappointing. The English futures market started off well enough, but soon reacted under specula tive selling and fears of strikes. Spot business abroad continued active, about 10,000 balps changing hands.
