Northern Piiclfic Itcf unilinit>
Bankers expiuiued yesterday that the
effect of the Northern Pacific Rail
way's plan to refund its share of the
Joint Burlington Railroad's bonds Into
new long term is would be to force the
i onversion of the joint 6 Vis outstanding
Into Northern Pacific 6s. Out of the
$230,000,000 of 6'? per cent, bonds Is
sued last summer jointly by the North
ern Pacific and the Great Northern
Railway $115,000,000 have been con
\erted into Great Northern 7s. thus tak
ing care of the Great Northern's part of
'he obligation. Only $11,000,000 of
Northern Pacific's half have been con
\erted Into Northern Pacific 6s. leaving
$104,000,000 in bonds, on which the
company must pay 6'?.. per cent, inter
est. The Northern Pacific plans to call
its outstanding Burlington bonds at
103V4, but their holders retain the privi
lege of converting them into Northern
Pacific 6s for seventy-five days after
they have been called. That is the rea
son for the Joint 6V?s selling in the mar
ket for more than their redemption
price. The new lis will be issued in
whatever amount may be necessary to
take up that part of the joint 6Via not j
converted Into Northern Pacific 6s. The j
application to the Interstate Commerce
Commission states that the new 5s will
he sold to J. P. Morgan & Co. and the
First National Bank at 90 and accrued
interest.
WUIya-Overlnnd Meeting Called.
Stockholders of the Willys-Overland
Company have been called to a special
meeting to be held In Toledo on April 24
1o consider and take action on a pro
posal to Issue $17,500,000 notes or bonds
to mature not later than December 1,
1923. Proceeds of the sale of new se
??ifrltles will be used to liquidate bank
loans and provide new working capital.

This Interstate Commerce Commission
has approved the Minneapolis. St. Paul
and Sault Ste Marie Railway's applica
tion for authority to sell $2,500,000 of
its first refunding mortgage 6 per cent,
bonds at a price to net the carrier not

State and Municipal Suleit Heavy.
State and municipal bond sales for J
the first quarter of 1922 exceeded sales
In tho corresponding period of 1921 and
established a new record for financing
of this character, says the Daily Bond
Buyer of Sew York. The March flo- |
tatlons of these tax free securities |
reached $120,926,170, or almost double
those of March. 1921. The Indications I
are that the supply of new State and
city bonds In April will be considerably
reduced.

The Government of the Province of
Ontario will receive tenders up to noon
of April 11 for $is.000.000 of its 5 per
cent, bonds, dated April 1, 1922, and
due on April 1, 1952.

high as 99.70 before reacting. New
Maven 6h opened at 70"? and rose to
72V4 on relatively light buying. Sea
board Air Line and Chicago and Alton
bonds also were In active deVnand at
new high prices. Demand for Southern
J*aihv?f general ?V?s was unabated
and reached a new high mark of 98
Mexican bonds rallied strongly,, and the
new Czecho-Slovakian Ss moved up to
in contrast to their offering price,

North Arkansas Railroad was author
ized to-duy by the Interstate Commerce
Commission. Of that amount $500,000
will be used to make additions and bet- j
ferments to the property and the bal
ance to pay off existing indebtedness
and assist the formation of a new cor
poration which will advance $5,000,000 I
In bonds as collateial for the Govern
ment.

Nationals Closed.
Washington, April 7.?In 1921 a total
of 528 State and private banks were
closed, according to a statement to-day
by Comptroller of the Currency Cris
slnger. However, 163 were able to re
open or otherwise liquidate, their liabili
ties. The liabilities of the 365 other
banks aggregated approximately $96,
000,000, making the average for each
bank about $263,000.
The Southern geographical division,
Mr. Crissinger declared, was the most
seriously affected. Figures by sections
follow :
Failures in States In which the de
positors' guaranty system is in opera
tion were: Mississippi, 6: Texas. 86;
North Dakota. 34; Nebraska, 22; Kan
sas. 11; Oklahoma, 22; Washington, 11.
The calendar year 1921, Mr. Crissinger
eaid, was the third most disastrous
year with respect to the number of
failures of national banks In tlhe his
tory of the national banking system,
there being thirty-seven national bank
failures with liabilities of $23,677,367. The
most disastrous year was 1893, with
sixty-five failures, and the next was
1897. with thirty-eight.
There were, he explained, forty re
ceiverships In 1921, but in three cases
the. banks were restored to solvency
end authorized to resume business.
During the life of the national bank
ing system from 1863 to December 31, i
1921, Mr. Crissinger stated, recetvers |
were appointed for 637 Insolvent banks, j
but of this number forty-three were !
placed In a solvent condition and were .
authorized to resume business, which, i
he said, reduced the number of failures
to 594, a fraction less than 5 per cent,
of the total number of national bank
ing associations chartered. The records
show, he added, that creditors of all
insolvent banks received an average of
S3.79 per cent, of tho banks' liabilities
to them.

San Antonio, April 7.?There is no
fight on between otl companies and the
Mexican Government, Edward U. Do
heny, head of tho Mexican Petroleum
i Company, declared to-day after return
ing from a trip Into Mexico. He said
that the tax to be paid the Mexican
Government for April had been tlxed at
27 cents a barrel on oil, 18 cents of
which was for production and the re
mainder for an export tax. Companies
:ire paying 45 cents a barrel for oil at
the wells, he said.
Doheny was reticent In discussing the
Mexican oil situation and almost angrily
denied any disagreement between the
companies and tho Government.

Steel Company announced to-day an
advance of approximately 10 cents a 100
pounds In minimum prices on Jobbers'
carload lots on wire products, effective
at once. It was explained that the In
crease was ordered to "adjust and har
monize" schedules.
New prices quoted are: Standard
wire nails, $2.50 base; coated nails, $2
base; galvanized bundle / wire and
staples, $3-15 a 100 pounds, f. o. b.
Pittsburgh. Plain wire remained un
changed at $2.25 base a ?00 pounds,
f. o. b. Pittsburgh.
Younostown, April 7.?The Trumbull
Steel Company, a large independent of
Warren, Ohio, announced to-day an in
crease of $2 a ton in the price of hot
rolled steel strips and $3 a ton on cold
rolled, bringing the price to 2 cents a
pound for hot rolled and 3.67 for cold
rolled.
FREIGHT CAR LOADINGS GAIN.
Cars loaded with revenue freight on
the Chicago and Alton Railroad during
March were 36,954. contrasted -with 28,
S30 In March 1921. Loadings on the
Illinois Central were 164,992 against 136,
156 in March. 1921.
HADLEY RECEIVERSHIP OFF.
SPRINOFIEI.D, Mass.. April 7.?The re
ceivership of the Hadley Mills of South
Hadley, a large textile concern, wan
raised to-day by order of the Superior
Court on the report of their receiver, C.

Hallway, to-day, before the Senate In
terstate Commerce Coitimlttee, told his
side of the story of his severance of con
nections. by order of William G. MeAtfoo,
former Director-General, with the Fed
eral Railroad Administration.
"The publicity department of the Ad
ministration got Its wires crossed and
It was given out that I was fired,'' said
Mr. Willard, who denied he was dis
missed and said he, with other railroad
executives In the Railroad Administra
tion, was given the option of retaining
his railroad or Government position.
"I was requested to remain with the
Railroad Administration as Federal man
ager of the Kastern lines of the Balti
more and Ohio," said Mr. Wlilard, "but
I elected to retain my connection with
the corporation."
Mr. Wlilard declared that Mr. Mc
Adoo's complaint of alleged Inefficient
operation o'f the Baltimore and Ohio was
made only twenty-one days after the
latter became Director-General and
without consultation with any Baltimore
and Ohio officers.
"Further. It was written six days after
I had resigned my position as chairman
of the War Industries Board In order
that I might devote my entire time to
Baltimore and Ohio affairs," said Mr.
Willard.
Mr. Wlilard also denied statements
made to the committee by Frank J.
Warne on behalf of the railroad broth
erhoods that the Baltimore and Ohio
was interested financially In coal pro
ducing companies along its lines or
railroad supply concerns. The Balti
more and Ohio disposed of its coal In
terests fourteen years ago, Mr. Willard
said.
Replying to statements of Mr. Mc
Adoo that the railroads after being
returned to private operation had be
come less efficient through abandon
ment of unified practices instituted
during Federal control, Mr. Willard
cited statistics to show extensive us?j
by railroads of Joint facilities.
"The railroads are making Joint or
common use of any terminals and fa
cilities where it can be shown that tho
arrangement is an economical one and
not Inimical to the best Interests ot
the public," he said. "The idea of
cooperation and coordination between
railroads Is not a new discovery, but
a practice well recognized and more
generally followed than Is generally
supposed."
POSTPONE AIR BRAKE INQUIRY.
Interstate Commerce Commission
Sets Date for May 17.
The Interstate Commerce Commis
sion has postponed until May 17 the be
ginning of Its Inquiry Into the adequacy
of railroad air brake equipment and
the possibility of Improvement thereof,
originally set for April 6. Under the
order carriers are given until the first
of next month to file replies to a ques
tionnaire Issued by the commission.
The questionnaire shows that the pur
pose of the commission is to determine
to what extent loss of life, train delays
and damage to property are involved in
efficiency of existing air brake equip
ment and practices. On that question
the American Railway Association has
taken the official position that no im
provement worth Its cost can be m.ide.

London, April 7.?Gilt edge securities
were buoyant and the general tone of
the stock market was firm to-day. There
was active buying of oil shares, mainly
or., speculative account, and British in
dustrial Issues received better support.
American rail stocks showed substantial
gains, Ontario and Western leading with

BUSINESS FAILURES IN
LAST WEEK INCREASE
South Only Section to Show a
Decrease in Period.
Business failures Increased last week
to 662 in contrast to 611 In the preceding
week and 322 In the corresponding week
of 1921, according to R. O. Dun & Co.
The South was the only section which
showed a decrease. Of the week's fail
ures. 333. or 69.3 per cent., had liabili
ties of $5,000 or more in contrast to
61.4 per cent, in the preceding week and
66.3 per cent, in the corresponding week
of 1921.
R. Q. Dun & Co. said: "A basis un
mistakably exists for the statement
that the scope of business recovery is
widening In spite of the deleterious in
fluence of present labor troubles and
the unsettling cfects of past economic
readjustments. While uniformity of
Improvement Is conspicuously lacking,
Irregularity of demand and prices is
a natural concomitant of commercial
recuperation and its absence now would
be surprising. Tfhat confidence has
strengthened rather than lessened is
evidenced by the tenor of dispatches
from different sections of the country
and gains in actual transactions have
exceeded expectations in some Impor
tant industries. A further substantial
upturn In the rate of steel production,
with an accompanying enlargement of
pig Iron output, is a highly significant
development and can scarcely fall to
benefit the general situation while the
multiplying signs of renewed activity in
construction lines, of augmented mater
ials and of betterment in the automobile
trade are prominent among the favor
able features."
According to Bradntreit's State of
Trade, "perhaps the most notable fea
tures of the trade and industrial situa
tion are wide differences In activity
shown in big basic lines of industry as
the season of outdoor operations begins.
In such important lines as building and
ita related trades, in iron and steel, in
automobile manufacture and in agricul
ture the reports are mostly of decided
and confident steps forward. Retail
trade, feeling the urge of spring and the
stimulus of the approach of Easter,
shows more activity reflected in a fair
Jobbing trade for strictly season goods."

Washington, April 7. ? A winter
wheat crop of about 14,000,000 bushels
smaller and a rye orap almost 12.000,000
bushels larger than last year were fore
cast to-day by the Department of Agri
culture. Winter wheat came through ,the
winter In good shape and rfiowed an Im
provement of 2.4 points In condition on
April 1, compared with December. The
smaller crop la due to a reduction of 1.3
per cent, in the area sown last fall.
Winter wheat production was forecast
at 672,974,000 bushels and rye at 89,667.
000, based on the April ? 1 condition,
which was winter wheat 78.4 per cent,
of normal and rye 89 per cent. The
winter wheat foreoast compares with
587,032,000 bushels produced last year,
610,597,000 In 1920 and 578,576,000
the Ave years average. The rye fore
cast compares with 57,918,000 bushels
produced last year, 60.490,000 In 1920
and 66,474,000 the five year average.
The area sown to winter wheat was
44,293,000 acres or 1.2 per cent, less than
the revised area sown in 1920. The con
dition of December 1 last was 76 per
cent., which was 11.9 per cent, lower
than the previous year and 13 per cent,
lower than the ten year average.
Tho condition of winter wheat on April
1 in the principal producing States was:
