GRASS NOT GRANITE FOR 'CIVIC VIRTUE' City Decides Against Stone Plaza 3IacMonnjes Planned Aboot the Base. SCULPTOR CRIES QUITS Has Had Enough Wrangling Without Insisting Upon Urban Conception. Rejecting the original plan of Sculptor MacMonntes, the city fathers have de cided that the gentle nature of the plumpish youth who represents "Civic Virtue" in City Hall Park requires that he shall stand in the center of a soft and soothing expanse of green grass, and the plot is even now being prepared. Mr, MacMonnies's plan contemplated a smooth granlto plaza all about the base of the statue aa being essentially metropolitan, a thing of the cities ; but the powers that settle the fate of such tremendous matters decided that it must be grass and not granite. They made the change while Mr. MaeMonnies was at Princeton finishing a job for the university, simply writing him that the granite plaie idea wouldn't do, or words to that effect. For a moment Mr. MaeMonnles felt Itke telling the city fathers to?to take a year off and see how these things are done; then he decided that he had had enough of "Civic Virtue" and civic art criticism, for that matter. If they wanted their grass, let 'em have it, so he made no protest and grass it is. Anything for peace, these days, MaeMonnles foots, for "Civic Virtue" or the Hough Guy. as some lowbrows called the towering marble youth, has caused him many mo ments of irritation and has called upon his exclamatory resources in tlio three languages that he speaks. He said yesterday that it was now of no consequence to Mm. His original conception of the statue and Its sur roundings required, he said, that there should be a distinctly metropolitan, ur ban character attained; therefore the granite plaza?not green grass suggest ing the country, cows, rural government and even the past. It had seemed to him that a granite plaza would be quite the kitten's bib, following the successful artistry achieved abroad in such mat ters, but if the city fathers wanted grass they could have it by the acre. "Let us have peace," said the great MaeMonnles yesterday. "Through tur moil and agony of spirit has 'Civic Vir tue' come to his present eminence. Why wrangle about the carpet at his feet, be it. grass or be it marble? I do predict that as the years go by the spirit and message of the work itself will be more appreciated, especially when the un sightly old Federal Building is removed and the City Hall Park is continued to the angle of Park How and Broadway. Probably, later on, the significance of the fact that the statue faces away from the City Hall instead of toward it will be better appreciated, since "Civic Virtue' should always be welcoming those that approach the scat of government Instead of receiving visitors with his back. Over in Brooklyn the statue of Henry Ward Beecber faces a great public building there as if in explanation or apology. It is not a good method." Work on the remodeled City Hall Park is progressing and should be completed, the contractors gay, by the end of Oc-1 tober. GOMPERS DENOUNCES COURT OF CONCILIATION Says Proposed Plan Is Only[ for Compulsory Labor. Opposition to a Federal ".curt of con ciliation" aB proposed by Senator Spencer of Missouri was voiced by Samuel Gom p*rs, president of the American Feder ation of l.abor, in a report on legislation approved or opposed by that organiza tion received here yesterday. Compulsory labor was the aim of the court the Spencer bill would create, ac cording to President Gompcre. The word "conciliation" he termed camou flage to disguise its being a Federal court whose decisions would be perforce olnding upon litigant employers and em- | ' ployees.
