Whether this opinion is correct, it-mains to be sr-en. 11 is claimed that. new-jail should have been at least a third larger, or. even a halt, and these claims are made by those who are in a position to know. It has been suggested that had the e luiicil followed a rational method of letting the contract for the jail, this dilliculty would not have arisen at this .late date.
