Missouri, in common wllh the other Commonwealths of tho Union, has certain public, institutions -which should be properly run in order that the functions of government may not be interfered with. Coal is an Important factor in the running of those Institution.; and the State off I clals of Missouri have grasped one horn of the dilemma by leasing a coal mine, whlcli, according to report, will be operated by the Stut.o to sup? ply Its public Institutions wllh neces? sary fuel in case the strike assumes large and inconvenient, proportions. This goes a long way toward moot? ing the "divine right*' claim of tbo operators with that Intensely practi? cal power called the "right of emi? nent domain," by which the Slate is empowered to prevent a recurrence of such condition as prevailed in the winter of Iit02-'0o. It may be that Missouri is showing us the proper solution of the vexed problem which arises in connection with labor disputes, which are seized upon by unscrupulous dealers to arti? ficially boost prices and to unjustly tax tlic consumers of such a universal necessity as coal.
