For an incident which was realty of no serious consequence, Governor Swettenhain'a discourteous ? note to Admiral Davis attracted and is at? tracting nioro attention than any? thing thnt has occurred for n long time past. It Is one or those case? in lifo where a man by the merest chanco becomes famous, or infa? mous; you can have your choice, and tho result in Swettenhn's case htm been thnt tho diligent newspa? per omen have been looking up his life almost from tho cradle days. Tho Washington correspondent of tho Now York Tribune sent this In a dispatch which may throw some ih/t upon tho Jamaica Incident: "It hra boon known to tho administra? ting for a long .time that tho Gov >r bore -no love to the United States. Since the Panama cannlproj cctl has boon to the front bo has spared no effort to block the enter-1 prhso. He has used all his power ns executive of the Island to pre? vent negroes of Jnnincln from taking jobs on tho Isthmus, and has further shown his animosity toward tho project and this country by writing to the government of other West Indian islnnds, asking them to follow his example. 'Many of his criti? cisms f the Panama canal resemDie the articles written by Poultney Blgclow,' said a State Department official . 'In fact,,' he added, 'It would be hard to tell whether tho Governor got his ideas about the canal zone from Blgclow or Bigolow got them from him.'" It is a kind suggestion made by a I-ondon newspaper, that Governor Swettenham probably was under great nervous strain, owing to Uro disaster in Kingston, und was not wholly responsible for hl? discourt? eous treatment of Rear Admiral Davis. Probably tho true explana? tion is that he Is Intensely antt Amerlcan, and thnt offers of assis? tance, from tho people and country he dislikes were In the nature of Insults to him. Ho had an oppor? tunity to show his dislikes publicly and he was narrow enough to take advantage of IL. despite the suffer? ing ot his people. It is significant to note what the Toronto Olobo said of Swettenham, as it indicates that he has glvon ther proof of Incapacity: "The overnor of Jamaica is* clothed with ery large powers. Ho Is a good eal. of an autocrat. It Is never fo to give su h powers to a lf-c.entered or narrow-vlslonee; an. Had It not been for the awful tastrophe which made Jamaica or the moment the center of worlct ntorcst, the present Governor might ave completed his term without having offended any hut tho people ver whom he was set to rule. That t? conduct had previously given erlous offense to the people ot Kingston is the testimony of citizens f Toronto and visitors from Jatna? who know the facts nt Urst? ?nd. Unfortunately, his character tic superciliousness and his lack f the s?-h?e of things in the preo t instance make him play his rt before the -world." Even if lie had not humilatcd o government which ho represent It would seem ns If Swettenham was nn otiiota) dial could havo been dispensed with long ago. It Is surprising, to say tho least, that be has been in ofllclal life as long as be lias. CONSUMPTIVES IN NAVY. The naval surgeons are hard at work on the new sanatorium for consumptives, which, by order of tho President, is to be opened in about two months on the old abandoned military reservation at Port Lyon, in Colorado. Two naval surgeons and some assistants of tho hospital corps are Utting Out (lie buildings with beds and the other appliances which are needed In nn outdoor hospital of this sort. There are about one hundred patients of the tuberculosis class at various navy yards and stations, principally at Ponsacola, awaiting transfer to Fort Lyon Where It Is expected they will t he greatly benefited by the climate aud the special treatment to which they will he subjected. The peopto in the neighborhood are elated over the prospect of having a large naval hospital established there and arc doing everything to assist the nav? al authorities in getting reasonable rates for provisions and other niator all. In time new buildings will be erected, but for ihe priesent the old buildings will bo put In repair for occupancy. An Interesting request has reached the Navy Department that In tho changes which may have to bo made no damage be done by alterations to the old cabin which was once occupied as the home of Ihe famous Kit Carson. Tho re? quest, based entirely on sentiment, will be complied with by the Navy Department. RELATIONS WITH CANADA. Mr. Root struck a particularly happy note In his address to the Canadian Club at Ottnwa on Tues? day when he suld that ho spoke the sentiments of millions or U's own countrymen In snylng that they look upon tho grent material and spiritual progress of Canada with no feeling of Jealousy, but with ad? miration, with hope and with grati? fication. There have been in tho past ho added, and in the nature of things there will arise in the future, matters of difference be? tween tho two nntlons. It could not bo otherwise with adjacent seacoasts, with more than three thousand miles of boundary upon which wo march, and with the spirit and temper of empire builders dominating both peoples. But It should bo remembered thnt differ? ences of environment and differen? ces ns to the understanding of fact rather than intontional unfairness may bo counted as being at tho basis of the Issues that may nrlse. and the grent fact should not be forgotten as a nearness of the fu? ture that within a few years from now wo shall be able to celebrate the anniversary of a hundred yenrs of penceful fellowship. If President. Hoosevolt could have his way there would be financial legislation at this session of Con? gress. Some action would bo taken which would enable the Treasury Department to relievo stringent times when caused by a demand for mon ,y to movo crops, and in the regular legitimate business Interests of the country. The .President has founo the same difficulty In dcallikg with tho situation thnt has boon rouncr by every man who has undertaken to secure any legislation for the re? lief of the currency situation. It Is- Impossible to satisfy all the varied Interests, and generally every move? ment Is killed by the prominence of the New York bankers who put forward their scheme and think thnt the remainder of the country ought to accept It without question. What? ever may be the hopes of the Pres? ident, or however strong may be his wish to secure some currency relief, it docs not look promising at this session. There is a belief that tine increase of Congressional salaries will result In a- general increase of salaries of clerks and employes of the Gov? ernment generally. Considerable pressure has boon brought to bear on Congress to make a horizontal Increase of 20 per cent In the pny of Government clerks. If this Is done, no doubt an effort -will be made to Increase judicial salaries (ftii.1 possibly the salaries of legisla? tive employee: For a num'ber of years by different methods tho mom Important employes of Congress have received additions*to their sal? aries, but there is a large num?Ler who are looking forward with hope of sharing In what they call "gen? eral prosperity." The house committee on navm aJTairs has decided to give the Uni? ted States navy nearly a hundred million for new ships and pay for men. That sounds like n big amount bat it Is not any too big .for the present needs of the navy. Every cont of it can bo used with ease Hinder tho most careful maimge ngement.
