RICHMOND, VA March 1.1 The special committee appointed to make inquiry into the forms of government in different cities of tin country tti^h a view in suggesting some change |u ihe form of g vernmeni ;n Richmond will hold its initial meet? ing this week. At this meeting the commiit'e will map out the plan of procedure to lie followed In the quest for the desiredj information. The committee con? sists of two aldermen and three mem? bers' of the common council named by tin- presidents of the two branches of council. President Wood, of the hoard, has appointed Aldermen Marx Gunst and Joseph K. Powers and the tiirce councilmen are John A, Cut ch? ins, W. Fred Richardson and Kirk wood Mitchell Tlie resolution under which tne committee was create^ makes no pro? vision for trips out of town, so lh"i inquiry will be conducted by mail. The information desired may be ob? tained for the asking. Ii will come in the form Of printed documents, such as annual reports and other records and statistics dealing with the operations of the different muni? cipal governments. The committee will probably spend some weeks over the records and de? scriptive matter available. A report and recommendation will he then made to the council. The plan suggested in the resolu? tion offered by Councilman George W. Rogers, calling for an executive I board which is designed to effect tern.; ?porary relief p.-ndirg the discussion i 01 more radical changes, will require, only action by the city council. The Rogers resolution will be con-' sidered by the ordinances, charter and reform committee this week. It calls for a board consisting cf the mayor city tugiueer. superintendent of water department, superintendent of gas department, superintendent of street cleaning, city attorney and chairman of the finance comruUtee. The Cniied States transport Meade, the first of the transports to he laid up, was lowed up to the shipyard yesterday morning and (led up to one of the piers on the south side of the yard. It was announced some days aeo thai all of the transports when they had completed the transportation of the Cuban army of pacification from the island to this country would he laid up in I his city, and the Meade was the first to go out of service. The Sunnier left Havana yesterday for this city with a portion of Ihe Twenty-seventh infantry on hoard. and is expected to arrive here next Thursday or Friday.
