The report of the suj>erintenflent of the tenth census indicate* the near completion of the important work un der his charge. He estimate* that five sixths of the clerical work Its* been done, and theone-ixth remaining will be mostly in the line of tabulation. With the exception of obtaining the statistic* of ship building, production ol petroleum, the quarrying industry and those relating to the population and re source* of Alaska, the field work of the tenth census may be considered practi cally finished. Six agent* are still em ployed on this work, and it ia expected that within a few week* their labor* will be completed. Rapid progress ha* been made during the year in the tabulation and compila tion of the statistical material received, and early publication is assured. The devotes con siderable apace to a statement nl the financial embarrassments which at one time threatened to suspend the active work of his office, and which would have made suspension an absolute ne ceasity had not the service* of a volun teer force been accepted. He Assumes the responsibility for tbe inadequate ap propriation allowed by Congress ami gives tbe reasons for tbe mistaken et tinmtes submitted. When it became fully known that the appropriation wa* inadequate to complete the work to hat done, tbe on ly alternative was to disband tbe office force end suspend all work until Con gress should meet end provide the mon ey to go on, or to accept the services of such of the old employes and officer* as rbould volunteer to work without pay. without involving tbe United Mute* in any legal obligation for their employ ment. To have closed the office and disbanded a force trained to the work in band would have added largely to tbe eapeose when tbe resumption of labor was authorised by Congress. Valu able clerks would have found other em ployment. New material would have to be accepted, and the alow process of training again undertaken, while a de lay of SIR or eight months at a most critical period of the work, when the country was impatiently waiting for re sult* already in band, would have been disastrous in the extreme. After a careful consideration of the question, weighing all possible objec tions with the advantages presented, the suggestions of the superintendent were concurred in by the Secretary of the Interior and instructions given to permit those who desired u volunteer to do so, with a full understanding on their part that the Government had no legal right to make any contract, ex press or implied, that should bind it in anticipation of appropriations. At the ame time assurance waa given that ail of the facts necessary to full understand ing of the case would le laid before Congress at the earl et practicable mo ment. The average force employed un der the condition* named haa been 700. It represent* the heal of the old force and in point of efficiency ha* steadily improved upon what, at an earlier pe riod, waa considered a high standard of clerical work.
