Tbe neighbors were loud in tbeir remon strances, and In a short time a crowd had .-olleoted. threatening to annihilate the Terminal company's employe. A call foi the pollc brought Captain Joyce, with. Sergeant Hall and a squad of patrolmen. Foreman DaSlcv produced a permit slsn- I by tbo Mayor. This permit, however, was indefinite, as It said: "Permission is hete bv crantcd to the Terminal Railroad Asso ciation to lay a track on Atlantic street, pending the passage of an ordinance." An ordinance is known to bo pending, and as no specific part o Atlantic street was named. Captain Joyce ordered the work stopped and detailed Serpeant Hall and several of the patrolmen to see that the order was obeyed. Foreman Dalley of the Terminal com pany and his men remained on the scene, however, and m;d-' several attempts In the ufteraoon to connect the action of track which has been laid across tbe street to the rails on tho company's property, but each attempt was promptly frustrated. The track, as it lies, effectually blocks the street. A little more than a. jear ago an ordinance was intio Ivueii In the City Council giving the com pany permission to lay the proposed switch, 'liie ordinance was amended py Professor Jves making it inoperative, unless the Terminal company acquiied all of the prop el ty on the. block between Cardinal and Montrose avenuea. This was objected to by tlio Terminal company. Mayor Ziegenhcin vetoed the bill, claiming that he objected to donating to the company J2j.fr1 worth ii the city's property. He also said be vould grant the Terminal company no fa vors until It had paid the clt the IIW.OO) claimed to be due for its failure to build the Clark avenue bridge. In view of this action, property owners in the neighbor hood are unable to understand why he Kt anted a termlt for the same thing, when thcro is no ordinance rending. The permit places no restrictions on the company. The property owners on this block are; Matthew J. Ryan. Chris Eiilen. V. S. Flemmlng. Leon Hull and Mrs. Mary Mur phy. CIVIL SERVICE IS OBSOLETE. Slddons, secretary of the Civil Service Kef turn Association, said this evening: ''I observe, in the closing days of the campaign, that the Republicans ate mak ing claims for their party and ticket upon the grounds of the administration's ob servance and enforcement of the civil serv ice. These claims are little short of auda cious, for It can truly be said that, since 1!K, when the civil service law was enact ed, there has not been an administration that has failed so completely in enforcing tthe law In question as has the one headed by Mr. MeKinley. "With his advent into office, the National Civil Service Reform League, that for twenty-five years had been urging the re form in the civil service, expected great things, not only in the further extension of the law, but in the vigorous prosecution of violations thereof. Rut the league and all other believers in the reform have been grievously disappointed.
