Among the James suggested for chief of the police system to be established at the Louisiana Purchase Exposition is that of Captain John W. Campbell of the Tenth District, former Chief of Police of St. Louis. James Cox, secretary of the original World'a Fair organization, has received dally for the last ten daya numerous ap plications from men who desire to do police duty at the Fair. This department has re ceived no attention from the directors and Fair workers, but the numerous applications have brouxht forth the question of who shall be at the head of the police system when the time comes far its organization. Friends of former Chief Campbell declare that he is just the man for the place, and an effort to secure the position for him will be made. -At the Chicago World's Fair the regular policemen were called Columbian Guards. No name has been selected for those who will do police duty on the St. Louis World's Fair grounds, but It seems to be the opinion of nearly all of the applicants that they are to be known as Jefferson Guards. Most of the applicants who nave requested ap pointments have stated that it is their de sire to be included among the "Jefferson Guards." - Applications from those desiring to serve on the police force at the Fair, as well as the thousands ot others who want. work in other departments, have been filed, but the directors say that nothing will be done with them for possibly several months, Each of the cities of the United States and many or those In Burcpe having a pop ulation of 25.000 or more sent two repre sentatives of their respective police depart ments to Chicago to do special work at the time of the World's Fair. Lieutenant Bon fleld of Chicago had charge ot these men. COUNCIL PASSES FAIR PARK SITE MEASURE. Under Suspension of Rules the Council Approves the Measure by Unanimous Vote. The big detective agencies had their men on tho grounds, and so well policed was the Fair that, proportionately, few thefts, such as would be expected in the great crowds, were reported. To-morrow afternoon at 4 o'clock the di rectors will meet at the Noonday Club. It Is practically assured that former Governor D. R. Francis will be chosen president of the board. No other name has been sug gested so far, and It would seem that Mr. Francis will bo chosen unanimously. At the meeting it will be decided which directors shall, serve one, two and three year terms. A Steering Committee probably will be chosen by the temporary chairman. and this committee will be asked to deter- i mine what committees shall be appointed. It Is quite probable, after the permanent organization Is perfected, that the president will want a Steering Committee to assist him In naming the regular standing com mittees. Corwln H. Spencer is still prominently spoken ot as the director general of tho Fair. He has repeatedly stated that he does not desire the place, but it Is said to bo the Intention of the Board of Directors to Insist that he shall accept It. W. I. Buchan an, director general of the Pan-American Exposition, has also been mentioned as a possible director general of the St. Louis World's Fair, but Mr. Spencer's friends declare that It Is unnecessary to go outside of St. Louis for a man, to nil the position. The receipts yesterday on the first call tor 10 per cent on the subscriptions were grati fying. The subscriptions came mostly from the small shareholders. Secretary Cox stated that there have been but few objections from the subscribers, and that the company anticipates little trouble In getting the money subscribed by smaU shareholders. Irvine ot tho World's Fair Free Site As sociation hopes that the bill will be sent to Mayor Wells by the end of the week. The bill authorizes the directorate of the Louisiana Purchase Exposition Company, to select a site for tho World's Fair in O'Fal lon Park, Carondelet Park or the western half of Forest Park. That portion of Forest raric specined Is the territory lying west of Grand Concourse, the largo lake, and Llndell pavilion, excluding the cottage. Sections provide that the park, or por tion of a vark. selected shall continue dur ing tho World'a Fair under the control of the municipality, and that all buildings, op erations and Improvements shall be pursued under the direction of tho Board of Public Improvements. Flans and proposed work must first bo approved by the board. The city also reserves the rizht to all excises and licenses. The bill was reported favorably by Acting Chairman Newell of the Committee on Mu nicipal Affairs.' Mr. Horton moved for a suspension of the rules. In order to accom plish immediate action, and, on motion of Captain Hodr.es, the bill was sent io en grossment. Later It was returned by Chair man Newell of the Committee on En grossed and Enrolled Bills, and was passed by unanimous vote.
