Effort Is Only Partly Successful
Bank Statement Causes Apprehension.
New York, March 7. The stock market to
day showed evidence of coniltelinjr emotions
en the part cf tho professional speculators
who make up the present market. There
was somethirj; of a struggle during the
early part of the day to keep prices moving
upwards and a number of specialties shot
up In the way, which has becomo so famil
iar cf late. Others which were violently
advanced yesterday, showed a tendency to
en abrupt relapse. Tne general active
list took oa lta recently somnolent condi
tion, suKqetlng that the demand from the
short Interest, which caused yesterday's
sharp rl had been Eatl-med. The notice
that X&.O.ao of the gold engaged for to
morrow's steamer had been -withdrawn
from export had a mild stimulating- effect
on tho market, but the later forecast cf
to-morrow 'a bank statement showed suffi
cient ground for apprehension, still remain
ing of tho rate or depletion of the New
York bank reserves. The report that the
Government had nled Its suit against the
Northern Securities Company, with the
United States Court at St. Paul also caused
a ripple of alarm, although It had been
abunaantly foreseen, antl presented no ne
phase In the case.

ent dimensions of the deposit and cash

The till to authorize the location of tha
central Carnegie Free Public Library in
Missouri Park, where the Exposition build
ing now stands, was virtually killed yester
day afternoon by the City Council. On
motion of Mr. Hofmann. action was de
ferred for cne week. As the Municipal .
Assembly will adjourn on April 7, scarcely
sufficient time remains In which to pass tho
measure and It probably will die with the
session.
Mr. Gibson, who opposed it In commit
tee, spoke at some length against the bill.
Mr. Hoffmann arirued that so many serious
problems aro Involved that the Council
should tnke amnle time for deliberation.
11 Li motion to postpone action was carried
without a dissenting vote.
The bill proiides that the Board of Di
rectors of the St. LouN Free I'ublic Li
brary may acquire the franchise, rights and
property of the St. Louis Exposition and
Music Hall Association, raze the Exposi
tion building, restore Missouri Park and
erect the Cnrnccie Library In the park. It
originated In the Library Board.
The Westminster place street reconstruc
tion bills were laid ever for one mectlns
on motion of Mr. Horton. There were not
enough Councllmen present to pass them
over the remonstrances. The bill appropriating-
$36,000 for water pipe, the bill provid
ing; for laylny the pipe, the hose license
bill and the bill appropriating; J) for For
est Park and JSO for current expenses of
the Park Department, were passed.
Under suspension of the rules the bill to
authorize the Knolimann Paper Company
to contract a bridge over the alley In city
block 1087X was sent to engrossment. Mr.
Hoffman lnsltcd on prompt action, m or
der to give the House time to cons.Ic'er ant
pass it. He said that St. Louis will becoma
a suburb of East St. Louis If necessary
privileges are not extended to manufactur
ing; and mercantile concerns. He charged
the House with dilatory tactics on similar
measure.
Mr. Horton Introduced a bill providing for
vacation of an alley In cltv block 4tN'.
From the Board of Public Improvements
bills were received providlnn for reconstruc
tion of Fourteenth street, from St. Louts
avenue to Hebert street, and Morgan street,
from Jeferson avenue to Compton avenue.
The Ccunctl accepted the Invitation of th
Irish Catholic Parade Union to view th
St. Patrick"- Day parade, on March IS,
from the balcony of the Llndell Hotel.
