At the meeting of the Transcontinental
Association in California last month a reso
lution was adopted to continue issuing pre
fiaid orders in Southeastern territory, un
ess the Southeastern lines would accept
without question the rates and basis of di
visions on through tickets as tendered
them by Chairman Charlton
Yesterday Chairman Charlton issued a
"confidential" circular to the members of
the Transcontinental Associaticn contain
ing a resolution adopted by the Southeast
ern Passenger Association at the last meet
ing in Atlanta. This resolution was to tha
effect that tho attitude of the Transconti
nental should be denounced and resisted,
"as a satisfactory Interchange of business
could never be had under such hlrh-hinieri
and dictatorial conditions;" that these lines
would refuse to honor prepaid orders of
foreign lines placing prepaid orders or tick
ets in its territory, and that such action
should be accepted as notice that those
lines desired to discontinue through ticket
ing arrangements between themselves and
the members of the Southeastern.
It Is thought the Transcontinental will
comply with the request of the Southeastern.

from all over the United States and Canada
held a meeting here to-day to interpret the
code on per diem rules governing the settle
ment for the use of freight cars, as adopted
recently by the American Railway Trans
portation Assoelatlon, and which code Is to
go Into effect July 1
Under this code of rules a charge of 20
cents for every twenty-four hours after the
car Is off its own road and in use on
another is imposed instead of a charge of
six-tenths of a cent per mile, as at p-esent.
One hundred and sixteen railroaders',
ranging in importance of offleinl nositinn
from car accountants to superintendents of
transportation and vice presidents we-e
present and representing ninety railroads
that control 2i).fjiO miles of roadway and
