Under the general order of last May tho total strength of the army was fixed at 7T.2S7 men. The o-der Issued to-day reduces this figure to CC.497 a reduction of 10 7 In tiie cat airy branch of the service tho old order specified twelve troops of cighty fivo men to each regiment: the new order establishes twelve troops of seventy-five men each. This will decrease the total strength of tha fifteen cavalry regiments from 15.S40 to 11,040. In tho artillery branch, the coast con tingent will be kept at Its former strength of IK companies of 1C9 enlisted men each, or a total of 13,734. but the fifld artillery nlll be reduced from thirty batteries of 160 men each to twenty-eight batteries (twenty fivo light and three mountain) of 120 men each. Provision Is made in the new order for two siege batteries, each Twth a strength of 160 men, which. In addition to light and moun tain batteries, -will give the artillery corps a total enlisted strength of 17,712 as against th 18.SW mn provided In the former order. The new order reduces the number of men to an Infantry company from 101 to 80 and the thirty regiments of twelve companies each v'l! now give a total infantry force of I3.SS0. instead of 3S.5H. The strength of the engineer branch re mains as formerly, as does also the strength of the staff departments It -ft ill be th plan of the War Department hereafter to divide the army, 'as provided In the order Issued to-day. Smith McPherson, Justice of the United States District Court of the South ern District of Iowa, rpoke this morning upon tho "Magna Charta," and the best of the hour was taken up with a paper on "illustrations of Progress" by Sanford B. Ladd of Kansas City. These papers were interestingly and profitably discussed. President Tcr.sdalc's suggestion of yes terday that the president's address not be made to cover the statutary charges of all the States was discussed and the motion laid over.
