Washington.
Investigation to-day develops not only
that the Cabinet Is divided on ibq aggres
siveness of the President, but also that
there Is a carcfnlly-lald plan among the
leaders In Congress to defeat any adminis

or to compel greater publicity of trust
doings.
Same Members Opposed Reciprocity.
Curiously enough, the same members of
the Cabinet who refused to follow the
President In his campaign for Cuban reci
procity are now cither attempting to hold
him back In the matter of trust legislation
or are lukewarm in their support of such a
measure as an administration effort. These
members are Secretary Shaw. Postmaster
General Pavno and Secretary Wilson.
What Is known as the conservative politi
cal element In tho Cabinet urges that the
regulation of trusts Is a delicate question
for the administration to attempt to set
tle. While there ure good and lutd trusts,
they take the ground that any sudden ag
gression In the way of radical legislation
would stop business growth and be fatal
to the ruling party.
