Some Startling Beconunendationa Concerning City Institations Are Expected in' Report As tonished by Conditiona; In the report, of the outgoing Grand Jury, which will complete Its work Fri day afternoon or Saturday morning, much space will be given to a discussion of condition.- at the city' Institution;. Ac cording to the best of authority, some forcible, if not startling recommendations will be made as to much-needed Improve ments both In equipment and system at the Poorhouse and at the Asylum for the Insane. Conditions at the asylum are said to navo been a revelation to a special com mittee of the Oram! Jury, which visited thce institutions Tuesday afternoon. P. I. Ccnnor was chairman of this commit tee. Th" committee was accompanied on its rounds by several officials and ciUxens. not members of the Grand Jury. A ge-ntleman who was with the party said to The Republic yesterday: "There can be little doubt that the Grand Jury will make an unusually strong report as to the city institutions, especially the Asylum for the In.ane. So far'as c!caii!S ness at the time of the visit Is concerncl. there Is no fault to be found, but we saw many things which should it be tol erated In a lie city like St. Louis. It Is very likely that one of the clauses of the report will have to do with the ac commodations provided by ihe city for employe:) at the Asylum for the Insaae. Until I visited th- place I did not know that such conditions could edt. "In the rear of the main building there Is a long tw'o-story structure, the lower floor of which Is u.sl as a laundry. The second floor is divided by a ery narrow hallway on one side e.f which an- the deeping rooms of the male employes, and on thu other side- those of the female em ploye -At the ead of the hall la a alasle tullrt-raaaa which la asea hy hath the ivasaea aad the atea." ixsTiTirrioxs overcrowded. This is a condition which probably will call forth a vigorous protest from the Grand Jury, the members' of which re gard It a a disgrace to the city on the score of both de-c-m-y and morality. It Is bad enough to crowd employes into such close quarters without denying them the accommmodatlons which men and women of their cla.sM have a right to expect. "In the asylum proper all that can be done fr the patients Is U-lng done, but the work Is greatly hampered by lack of room. We found that very small apart ments furnish sleeping quarters for from four to six iwrson. and that some of the patients are required to sleep en tlie floor. There are 5 patients In the asy lum which will not comfortably house more than a. At the Poorhouse ! inmates arc crowded into spice originally intend.il to accommodate 7. The House of Re f uge alone was found to be adequate to the dem-nr made upon it. "It may tafelv be said that the outgoing Grand Jury wl'.I strongly urge that all of th fund at prerent available be u-d to Improve conditions at the Asylum for the Insane and the Poorhouse. and that some means be devised by which needed Im provements and additions to these Insti tutions may be made." Th" Grand Jurv will complete It tour of the city Institutions this afternoon, when It wlU visit the Female Hospital and the Workhouse.
