It is alio to be permitted tu all and every of the Commandants of fortified place! or pods to call for at feafons when the fame can be traofported, or at any time in the cale of urgency luch fupplies of like provisions advance, as in the diferetion of the Comman dant (hall be deemed proper. It is to be underftood that the contraftor is to be at the expertle and rifk of iffuing the fupplies to the troops, and that all lolfes luf lained by the déprédation of an enemy, or by means of the troops of the United States, (hall be paid by the United Slates at the price of the articles captured or deitroyed as a forefaid, on the depolition of two or more perlons of creditable cbaraflcis, and the cer tificate of a commiffioned officer, dating the circumdanccs of the lois, ar.d the amount of t.ie articles for wti.ch compenlation fhall be claimed.
