There 14 reason for one good result from tho deplorable riot at Pittsburg. It will probably lead to legislation which will render impossible hereafter the maintenance of armed bodies of mercenaries like the l'inkerton men. Much organisations havo no place under such a government as ours. The men who compose them aro 11-tially without local interests or ties of any kind. They nro responsible to notody bnt those who employ them, and it U usually to their interest to foment troublo and keep feelings of apprehen sion alivo in order that their employ ment may bo prolonged. They are not presevers of the 'peace in any sense of the term. Their presenco at scenes of disturbance has led to bloodshed and loss of life in many instances where they would otherwise have been avert ed. The maintenance of such armed bodtes has become a real evil, a decided menace to peace and good order. The sooner they are forbidden by law the better. Every community which makes pre tentious to civilization life and property should be protetecd. Their protection, however, 11 tlm duty of the state. It ic the first duty of tho state, and when those in authority refuse to perform that duty they should be held to strict ac countability by the people. The otli cial who, through tear or for any other reason, refuses to intervene when thero U reasonable ground to believe that life or property is in danger, is unlit to bear respnusibilitp and Bhould not be truct ed.
